HomeMy Public PortalAbout05-18-2020 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, MAY 18,2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, June 1, 2020 in the Hutton Community Room in said City. President Oler called the meeting to order and the following business was conducted ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Kate Kotan, Community Development; Beth Fields, Infrastructure and Development; Suzanne Bias, Office of the Mayor; Fire Chief Jerry Purcell; Sergeant at Arms; and,Media. APPROVAL OF MINUTES: Councilor Locke moved to approve the minutes of the regular meeting held May 18, 2020, supported by Councilor Parker. Upon a vote viva voce,the motion carried. COMMENTS FROM THE MAYOR: ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 31, 32 & 33-2020 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO.31-2020 -APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF JUSTICE PROGRAMS, AND BUREAU OF JUSTICE ASSISTANCE(Re Covid 19) The Clerk read Ordinance No. 31-2020 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the United States Department of Justice ("DOJ"), Office of Justice Programs ("OJP"), Common Council Minutes May 18,2020 Page 2 of 4 and Bureau of Justice Assistance ("BJA") and to accept said grant funding in an amount up to Forty-five Thousand Seven Hundred Ninety Dollars and Zero Cents ($45,790.00). If awarded these funds shall be appropriated to help with the funding of operations for the Richmond Police Department connected with preparing for and responding to the COVID-19 virus. The Finance Committee recommended approval. Councilor Goss moved to advance Ordinance No. 31-2020 to second reading, supported by Councilor Engle. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 31-2020 on second reading by title only. President Oler declared Ordinance No. 31-2020 on public hearing. There being no comments for or against, Councilor Turner moved for engrossment, supported by Councilor Goss. Upon a vote viva voce,the motion carried. Councilor Parker moved to advance Ordinance No. 31-2020 to third and final reading, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 31-2020 on third reading by title only. Ordinance No. 31-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO. 32-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION(annual) The Clerk read Ordinance No. 32-2020 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Indiana Department of Transportation and to accept said grant funding from the federal (FTA) and/or state (INDOT) governments in an amount up to One Million Sixteen Thousand Six Hundred Six Dollars and Zero Cents ($1,016,606.00). The total project cost is estimated to be a total amount up to One Million Four Hundred Nine Thousand Six Hundred Five Dollars and Zero Cents ($1,409,605.00). Councilor Cruse-Nicholson moved to amend paragraph No. 2 to read: The total project cost is estimated to be a total amount up to One Million Five Hundred Nineteen Thousand Six Hundred Fifty Seven Dollars and zero cents ($1,519,657.00). Common Council Minutes May 18,2020 Page 3 of 4 This motion was supported by Councilor Turner. Upon a vote viva voce the motion carried. The City will provide up to Two Hundred Sixty-seven Thousand Forty-six Dollars and Zero Cents ($267,046.00)in local general funds towards transportation services in 2021. Councilor Cruse-Nicholson moved to amend paragraph 6 to read: The City will provide up to Two Hundred Forty One Thousand Six Hundred Eighty Six Dollars and zero cents ($241,688.00). This motion was supported by Councilor Engle. Upon a vote viva voce, the motion carried. The City will also provide up to Two Hundred Sixty-one Thousand Three Hundred Sixty- three Dollars and Zero Cents ($261,363.00) in local fare box, advertisements, and Life Stream grant funds (estimated revenue figures)for the local match: Amended Ordinance No. 32-2020 was referred to the Finance Committee for further review. ORDINANCE NO. 33-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE US DEPARTMENT OF HEALTH AND HUMAN SERVICES (Re Covid 19) The Clerk read Ordinance No. 33-2020 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the United States Department of Health and Human Services and to accept said grant funding in an amount up to One Hundred Five Thousand Three Hundred Fifty-three Dollars and Thirty-four Cents ($105,353.34). If awarded, these funds shall be appropriated to assist with funding to be used by the Richmond Fire Department to prevent, prepare, and respond to the COVID-19 virus and to be reimbursed for healthcare related expenses or lost revenues that are attributable to the same. The Finance Committee recommended approval. Councilor Turner moved to advance Ordinance No. 33-2020 to second reading, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
