MAY 21,2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, May 21, 2020, in the Council Chambers at the Municipal Building, 50 North 5t' Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson and Matt Evan. Absent was Emily Palmer
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Tracy Bosell, Street Commissioner; Fire Chief Jerry Purcell; A.J. Sickmann, Counsel of Record;
and Valerie Shaffer, EDC; and, Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of May 14, 2020, supported by Ms. Robinson. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for May 22, 2020 in the amount of One
Hundred Twenty Nine Thousand One Hundred Forty One Dollars and seventy nine cents
($129,141.79), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for May 22, 2020 in the amount of
Seven Hundred Fifty Two Thousand Seven Hundred Twenty Nine Dollars and sixty two cents
($752,729.62), supported by Ms. Robinson. Upon a vote viva voce, the motion carried.

Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• LEASE OF FIRE STATION NO. 6
Reid Hospital &Health Care Services, Inc.
$750.00 a month for a three year period.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• COMMUNITY CROSSING STREET REHABILITATION PROJECT
Milestone Contractors
Not to exceed $1,213,181.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
CONTRACTS
• CONTRACT NO. 63-2020 -AMERICAN TEST CENTER
To provide testing and inspection services for Aerial and Fire Ground Ladders and other
related equipment, including but not limited to platforms, snorkels and towers for the
Richmond Fire Department for the 2020 calendar year.
Not to exceed$2,945.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• CONTRACT NO. 70-2020 - CJM COMMERCIAL PROPERTIES, LLC
To lease a covered,enclosed,non-climate controlled storage space located at 1204.5 South
9th Street to the Richmond Fire Department for the monthly fee of$150.00.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 3-2020 — HEALTH AND SAFETY
RESOURCES
Due to the State's lock-down measure taken as a result of the COVID-19 pandemic, the
continuation and resuming of the as-needed classes as contemplated by the agreement has
been frustrated by these emergency measures, the parties have mutually agreed to
terminated the agreement.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• ADDENDUM NO. 1 TO CONTRACT NO.21-2014—LEASE—EDC—STRIDE RITE
Because of the Pandemic, Strideride has asked to have their rent to be reduced to 50% for
April through to December of this year. They will pay the money back by the end of the
lease.
Mr. Evans moved to approve and to allow Ms. Robinson as Board President to sign,
supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
RESOLUTIONS
• RESOLUTION NO. 5-2020
The transfer of Lot 2 of Section 1 of the Midwest Industrial Parkway to the Wayne County
EDC at the purchase price of$8,500.00 per acre.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

After a motion was duly made,the meeting was adjourned.
