ORDINANCE NO. 34-2020
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE, AND
/ APPROPRIATION OF A GRANT FROM THE INDIANA FINANCE AUTHORITY
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Finance Authority has grant funding available through its
Coronavirus Relief Fund established via the Federal Coronavirus Aid, Relief, and
Economic Security Act ("CARES") to assist with funding to be used by the City
of Richmond for operations in connection with the COVID-19 virus and to be
reimbursed for related expenses that are attributable to the same; and
WHEREAS, The City of Richmond desires to submit a grant application to obtain funding for
applicable reimbursement to and funding of operations for the City of Richmond
in connection with actions taken or to be taken due to the COVID-19 virus; and
WHEREAS, No local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, in accordance with IC 36-1-4-10, -has submitted or will submit
a grant application to the Indiana Finance Authority to assist with funding to be used by the City
of Richmond for operations in connection with the COVID-19 virus and to be reimbursed for
related expenses that are attributable to the same.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
One Million One Hundred Forty-six Thousand Ninety Hundred Eighty-five Dollars and Zero
Cents ($1,146,985.00).

3. All grant funding, if awarded to the City of Richmond, shall be appropriated to obtain
funding for applicable reimbursement to and funding of operations for the City in connection
with actions taken or to be taken due to the C ID-19 virus.
Passed and adopted this day , 2020, by the Common Council of
the City of Richmond, Indiana.
