PROCEEDINGS OF A REGULAR MEETING
OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,
JUKE 1,2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting, June
1, 2020 in the Hutton Community Room in said City.
President Oler called the meeting to order and the following business was conducted:
President Oler asked for a moment of silence to comfort all affected by COVID 19 and
the social unrest occurring at this time.
ROLL CALL
Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa,
Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Kate Kotan, Community Development; Beth Fields,
Infrastructure and Development; Sergeant at Arms; and,Media.
APPROVAL OF MINUTES:
Councilor Locke moved to approve the minutes of the regular meeting held May 18,
2020, supported by Councilor Cappa. Upon a vote viva voce,the motion carried.
COMMENTS FROM THE MAYOR:
• June 2 is.Primary Election Day—please vote.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance No. 34-2020 on first
reading by title only, supported by Councilor Turner. Upon a vote viva voce, the motion
carried.
ORDINANCE NO. 34-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA FINANCE AUTHORITY

This Ordinance would authorize the City of Richmond to submit a grant application to
the United States Department of Justice ("DOJ"), Office of Justice Programs ("OJP"),
and Bureau of Justice Assistance ("BJA") and to accept grant in an amount up to Forty-
five Thousand Seven Hundred Ninety Dollars and Zero Cents ($45,790.00). If awarded,
these funds shall be appropriated to help with the funding of operations for the Richmond
Police Department connected with preparing for and responding to the COVID-19 virus.
The Finance Committee recommended approval.
Councilor Locke moved to advance Ordinance No. 34-2020 to second reading, supported
by Councilor Parker. Upon a vote viva voce,the motion carried.
The Clerk read Ordinance No. 34-2020 on second reading by title only.
The Finance Committee recommended approval.
President Oler declared Ordinance No. 34-2020 on public hearing. There being no
comments for or against, Councilor Parker moved for engrossment, supported by
Councilor Locke. Upon a vote viva voce,the motion carried.
Councilor Parker moved to advance Ordinance No. 34-2020 to third and final reading,
supported by Councilor Turner. Upon a vote viva voce,the motion carried.
The Clerk read Ordinance No. 34-2020 on third reading by title only.
Ordinance No. 34-2020 was adopted with a 9-0 roll call vote.
ORDINANCES ON SECOND READING
AMENDED ORDINANCE NO. 32-2020 — AN APPROPRIATION ORDINANCE
AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A
GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION (annual)
The Clerk read Amended Ordinance No. 32-2020 on second reading by title only.
President Oler declared Amended Ordinance No. 32-2020 on public hearing. There being
no comments for or against, Councilor Parker moved for engrossment, supported by
Councilor Cappa. Upon a vote viva voce,the motion carried.
Councilor Parker moved to advance Amended Ordinance No. 32-2020 to third and final
reading, supported by Councilor Bumbalough. Upon a vote viva voce, the motion
carried.
