Carteret was called to order by Mayor Daniel J. Reiman, Thursday,
November 13, 2014, 6:00 P.M., Council Chambers, Memorial Nauyb -' 13, 2014
Municipal Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the Following Were Noted Present: ROLL CALL
Councilmember Vincent Bellino
Randy Krum
Susan Naples
" Joseph W. Sitarz
Noted Absent were Councilmembers Jorge Diaz and Dennis
DiMascio.
Mayor Reiman made mention during the Roll Call that %yor Reinm
Councilmember Diaz was detained.
Also noted Present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Law Director.
The meeting was opened with a Minute of Silent Prayer and the Silent Prayer/ Plete
Pledge of Allegiance led by Mayor Daniel J. Reiman. of Allege% e
The Clerk stated that on January 6, 2014 the 2014 Annual Notice SI UE4NP OF' MEEMB
was mailed to The Home News Tribune, The Star Ledger and NMCB
posted on the Bulletin Board. Notice was published in The Hone

News Tribune on January 8, 2014 and the Star Ledger on January
9, 2014.
MRVUMS FOR Upon MMS &C by Councilmembers Sitarz and Bellino and
APFFOVAL unanimous affirmative vote of the four (4) Councilmembers
present the Minutes of November 6, 2014 were approved,
transcribed and engrossed by the Clerk.
ORDRWas ORDINANCES : Public Hearing:
ORDRWU #14 -20 The Clerk stated that Ordinance #14 -20 was introduced and
CRDEWU #71 -9" adopted on First Reading at a meeting of the Borough Council of
the Borough of Carteret on July 17, 2014. It was duly published in
The Star Ledger on November 7, 2014 with notice that it will be
considered for final passage after Public Hearing to be held on
November 13, 2014 at approximately 6:00 P.M. The Ordinance
was posted on the Bulletin Board and copies were made available
to the general public and according to law she read the Ordinance
by title.
Public fearing Upon MMS &C by Councilmembers Sitarz and Naples and
unanimous affirmative vote of the four (4) Councilmembers
present the Mayor declared the Public Hearing to be opened.
There were no comments or objections from the public.
Hearing Closed There being no further comments or objections to the Ordinance
the Mayor declared the Public Hearing to be closed upon MMS &C
by Councilmembers Sitarz and Krum and unanimous affirmative
vote of the four (4) Councilmembers present.

The Council had no questions.
Mayor Reiman then asked for a vote on the Consent Agenda.

Upon MMS &C by Councilmembers Sitarz and Krum and
unanimous affirmative vote of the five (5) Councilmembers
present, all Reports were ordered to be received and placed on
file.
G3+ff = COMMITTEES:
BUILDINGS & GROUNDS- Committee Chairperson Naples reported
seasonal maintenance getting ready for winter. She explained that
Mr. Neibert is looking into a metal pole to replace our LED
Lighting around this building and the Library which will outlast by
many years and be cost effective.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported the Finance Department has been busy working on next
year's budget. He said the worksheets have been given to all the
Department Heads and as they come in are being reviewed.
Progress.
FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum
reported the construction on Fire Headquarters expansion is
continuing and new lockers have been built by on duty personnel
saving one thousand dollars by not using an outside contractor.
He said new radios for large scale incidents have been received,
programmed and placed in service and the additional radios will

ensure compliance with Federal and State Regulations and the 0244 U 1 EI�S Cont:
radios were programmed in house by on duty personnel saving
an excess of one hundred thousand dollars. New stand by
generators for Firehouse #3 have been received and will be
operational by the end of next week and the old units will be
swapped out by on duty personnel. The Fire Boat just received
over two hundred and ninety thousand dollars of technology and
operational upgrades and improvements which were made
possible through a Federal Port Security Grant using no local
taxpayer money. Progress.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported normal day to day operations,
getting ready for winter. Progress.
POLICE: Committee Chairperson Sitarz reported they are in the
process of ordering three (3) new police cars and they are thinking
about putting in radar units. He asked if all the old radios from the
Fire Department could be given to the Streets and Roads
Department.
Mayor Reiman said most of the public works vehicles have a radio
but we can see if they can be reprogrammed for that and what
the cost would be. He directed the Chief to meet with the
Commissioner and Mr. DuPont from Engineering who oversees
Public Works and see if the older ones can be salvaged for use in
the public works vehicles.
PUBLIC WORKS: In the Absence of Councilmemlber DiMascio,
Mayor Reiman reported Progress.
BOARD OF EDUCATION: Committee Chairperson Naples reported
that evening until 10:00 P.M. there is a fundraiser for the Italian
Club in the High School to help then with their trip to Italy and on
November 26 there is a Thanksgiving Luncheon for Seniors at

(UM4 IIS Cant: Carteret High School for all Senior Citizens and the Carteret
Specials. She then congratulated the victorious School Board
Candidates, Dennis Cherepski, Dan Croson and Jeannie Bellino as
well as thanking the outgoing Board Members Mr. Singura and
Mr. Mitchell.
%yor Redman- Mayor Reiman said they would be taking a recess while waiting
Nhetiig Recessed for Mrs. Mwango to arrive. He said they will be presenting her
with a Civilian Valor Award from the NJ State FMBA for actions in
December of 2013.
Mayor Reiman then asked for a motion to recess.

unanimous affirmative vote of the five (5) Councilmembers
present the meeting was Recessed at approximately 6:05 P.M.

Mayor Reiman and Chief Hruska then presented a plaque to Mrs. PRESHU CN
Mwango. It was for a Civil Award for rescuing her mother -in -law iLditb I t o
from a fire in the Carteret Gardens.
After no further discussion, Upon MMS &C by Councilmembers ADIamm
Diaz and Bellino and unanimous affirmative vote of the five (5)
Councilmembers present, the meeting was Adjourned at
approximately 6:17 P.M.
