JUNE 14, 2022 — Hybrid Meeting Minutes
A hybrid meeting of the Orleans Planning Board was called to order at 4:00 p.m. from the Nauset Meeting
Room at Town Hall. Present: Chairman: Chet Crabtree; Vice - Chairman: Debra Oakes (via Zoom);
Clerk: Alice Thomason Van Oct. Associate: John Ostman. Planning Department Staff: George
Meservey and Secretory: Karen Sharpless. Also Present: Board of Selectmen Liaison: Mefford
Runyon Absent: Regular Members: Charles Bechtold and Richard Hartmann; Associate: Joy Cuming.
PUBLIC COMMENT
Runyon noted concerns that have been raised by business owners regarding the current bylaw regarding
backlit signs. Runyon stated his opinion that backlit signs are "fine if they are kept under control ". Mefford
Runyon noted that the rules were put in place long before LED lights were used. Van Oct stated that she
would want to see a sample of some signs.
HOME RULE CHARTER CHAPTER 9 PLANNING & THE ENVIRONMENT
Planning Board members discussed Chapter 9 of the Home Rule Charter entitled, "Planning & the
Environment" and questioned the need for a Charter Committee requirement that the Planning Board work
with other boards, since that is already a Planning Board practice.
ECONOMIC DEVELOPMENT PLAN
Planning Board members discussed the Economic Development Plan and noted it was unanimously
approved by the Select Board as presented by Streetsense. Planning Board members discussed
correspondence received in response to the Economic Development Plan presentation and stated opinions on
recommendations in a letter from the Finance Committee. Planning Board members noted the importance of
obtaining input from residents and business owners as the plan moves forward.
Community Preservation Committee (Chet Crabtree)
Crabtree reported that all Community Preservation Committee funding recommendations were
approved at the Annual Town Meeting,

Governor Prence Planning Committee (Debra Oakes)
Oakes reported on progress by the Governor Prence Planning Committee with guidance from the
consultant, Barrett Planning Group. Suggestions for the Governor Prence property include options
for affordable housing. Runyon suggested that height limitations could be lifted to make the project
more advantageous. Oakes noted that future funding for the project could be a concern.
Community Center Feasibility Task Force (Alice Thomason Van Oot)
Van Oot reported on work by the Community Center Feasibility Task Force and expressed concern
with the number of overlapping tasks with work by the Governor Prence Planning Committee. Van
Oot noted a number of options under consideration include the Council on Aging, a community
center combining generations and a determination on the size building needing, considering the large
costs differences.

MOTION: On a motion by Alice Thomason Van Got, seconded by John Ostman, the Board voted
to approve the Planning Board minutes for April 12, 2022.
VOTE: 4 -0 -0 The motion passed unanimously.

VOTE: 4 -0 -0 The motion passed unanimously.

MOTION: On a motion by Alice Thomason Van Oot, seconded by John Ostman, the Board voted
to adjourn the Planning Board meeting at 5:10 p.m.
