HomeMy Public PortalAbout06-18-2020 w THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, JUNE 18,2020 The'Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, July 18, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting.to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Lieutenant Donnie Benedict; Greg Stiens, Director of Public Works and Engineering; Fire Chief Jerry Purcell; Beth Fields, Director of Infrastructure and Development; Tracy Bosell, Street Commissioner; and, Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of June 11,2020, supported by Mr. Evans.Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for June 19, 2020 in the amount of Forty Nine Thousand Six Hundred Ninety One Dollars and thirty cents ($49,691.30), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for June 19, 2020 in the amount of Seven Hundred Forty One Thousand Three Hundred Eighty Dollars and eighty six cents ($741,380.86), supported by Ms. Palmer. Upon a vote viva voce,the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None REQUESTS STREET CLOSURES Jackson Benefit Car Show t i Board of Works Minutes June 18,2020 Jack Elstro Plaza They are requesting to close South 6th& South 7th Street from Main Street to North"A" Street from 9:00 a.m. to 3:00 p.m. on Sunday June 28, 2020 so patrons of the car show can walk back and forth freely. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Girls Inc. of Wayne Co 22nd Annual 5K Run/Walk They are requesting traffic control from the Richmond Police Department on July 25, 2020 from 6:45 a.m. to 9:30 a.m. The route was included for review. There will be no street closures due to this. Mr. Evans moved to allow the use of the City streets, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. D&R Hideaway Customer Appreciation Event On August 15, 2020 they are requesting the closure of Elm Street from the alley to the overpass starting at 10:00 a.m. to Midnight. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. Ms. Palmer moved to approve a Noise Variance for this event, supported by Mr. Evans. Upon a vote viva voce,the motion carried. BID OPENINGS -None BID AWARDS -None CONTRACTS • CONTRACT NO. 76-2020 — WAYNE COUNTY AND HOOSIER PRIDE EXCAVATING, INC This is a site access agreement that allows the County and Hoosier Pride Excavating to access the City's portion under the "G" Street Bridge to make upgrades to modifications of the drainage system. Mr. Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 78-2020—SPARTAN FIRE,LLC Board of Works Minutes June 18,2020 This is for a Spartan EV Star 1500 GPM Custom Pumper for the Richmond Fire Department Not to exceed$578,054.00 Ms. Palmer moved to approve, supported by,Mr.Evans.Upon n a vote viva voce,the motion carried. • CONTRACT NO. 79-2020 — PURCHASE AGREEMENT BETWEEN REDEVELOPMENT AND DARROLL P. FRENCH The property located at 1002 North "E" Street is being purchased for the use and benefit of the City's Department of Redevelopment. Purchase price for the property is $25,000.00 Mr. Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 80-2020—INDOT—(A249-20-L200077) (DES #1702760) Bike/Pedestrian facilities on the North end of the Whitewater Gorge Trail to the south end of the Cardinal Greenway Trail in the City of Richmond, Indiana. Ms.Palmer moved to approve, supported by Mr.Evans.Upon a vote viva voce,the motion carried.Ms.Palmer moved to allow Vicki Robinson as Board President to sign the contract, supported by Mr. Evans. CHANGE ORDERS -None ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO. 147-2019 — SELKING INTERNATIONAL The Street Department is needing additional upgrades to the bucket truck that was purchased from Selking. Not to exceed $2,113.00 Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • ADDENDUM NO. 2 TO CONTRACT NO. 106-2018—SARAH MITCHELL City wishes to continue to retain Sarah Mitchell to continue to provide services as the Interim Project Manager for the City's Blight Elimination Program, as set forth within the scope of Contract No. 106-2018 for the 2020 calendar year. RESOLUTIONS • RESOLUTION NO. 6-2020 This resolution is for the Board to approve the new Third Party Administrator Contract with IU Health and authorizes the Manager of Rose View Transit to sign the contract in order that the City will be in compliance with FTA requirements. Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 72-2020-INDIANA UNIVERSITY HEALTH BLOOMINGTON, INC This is a Third Party Administrator Contract where the vendor will provided services pursuant to the United States Department of Transportation's"Physical Qualifications"for Rose View Transit Bus Drivers. The resolution approved this contract so no other action was required. • RESOLUTION NO 7-2020 This resolution is to approve the transfer of a permanent right-of-way to Wayne County located at New Paris Pike near North 24th Street adjacent to the bridge that is owned and operated by the County. This will allow the County to undertake road improvements along North 24th Street. Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. PETITIONS -None MISCELLANEOUS • FYI Ms. Robinson announced there will be no meeting next week, June 25, 2020 ADJOURNMENT After a motion was duly made, the meeting was adjourned.
