HomeMy Public PortalAbout2014-01 Accepting a fiscal year 2014 Edward Byrne Memorial Justice Assistance Grant AwardRESOLUTION NO. 2014-1 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ACCEPTING A FISCAL YEAR 2014 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT AWARD AVAILABLE THROUGH THE FEDERAL DRUG CONTROL AND SYSTEM IMPROVEMENT PROGRAM AS ADMINISTERED BY MIAMI-DADE COUNTY; AUTHORIZING THE VILLAGE MANAGER TO APPLY FOR THE GRANT AND EXECUTE REQUIRED DOCUMENTS; AUTHORIZING THE VILLAGE MANAGER TO EXPEND FUNDS NECESSARY TO IMPLEMENT THE RECORDS IMPROVEMENT PROJECT ASSOCIATED WITH THE GRANT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village of Key Biscayne (the "Village") applied to the State of Florida Department of Law Enforcement ("FDLE") for funding from the Edward Byrne Memorial Justice Assistant Grant Program, a program of the United States Department of Justice (the "Program"); and WHEREAS, FDLE, as the state administrator of the Program, has awarded Miami -Dade County's Office of Management and Budget (the "County") federal funds from the Drug Control and System Improvement Formula Grant Program, under Public Law 100-690, the Federal Anti -Drug Abuse Act of 1988, of which a grant of Two Thousand Five Hundred Seventeen Dollars and No Cents ($2,517.00) was awarded to the Village (the "Grant") for a records improvement project; and WHEREAS,the Village Council desires to request and accept the Grant and, as its records improvement project, to utilize the funds to develop a complete electronic ticketing system; and WHEREAS, there is no dollar match requirement for the Grant; and WHEREAS, the Village Council finds that the use of the Grant will promote the health, safety and welfare of the Village and that this Resolution is in the best interest of the community. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. Recitals Adopted. That the above stated recitals are adopted and confirmed. Section 2. Grant Accepted. That the award of the Edward Byrne Justice Assistance Grant in the amount of Two Thousand Five Hundred Seventeen Dollars and No Cents ($2,517.00) from the Federal Drug Control and System Improvement Program available through Miami -Dade County is hereby approved and accepted. Section 3. Authorization. That the Village Council hereby authorizes the following: a. The Village Manager to execute the grant agreement, in substantially the form attached as Exhibit "A", and such other documents as may be required to accept and receive the Grant, subject to approval as to form and legal sufficiency by the Village Attorney; and b. The Village Manager to file and execute any necessary amendments to the Grant application for and on behalf of the Village; and c. The Village Manager to exercise any applicable amendment, modification, renewal, cancellation and termination clauses of any contracts and agreements directly related to the Grant on behalf of the Village; and d. The Village Manager to expend any and all Grant monies received, and any additional funds that might become available, for the purpose described in the • Grant application; and e. The Village Manager to take all actions necessary to implement the Grant and this resolution. Section 3. Effective Date. This Resolution shall take effect immediately upon adoption.
