CITY OF RICHMOND, INDIANA
RESOLUTION NO. 8-2020
A RESOLUTION TO PURCHASE REAL ESTATE
WHEREAS, The City of Richmond, Indiana, wishes to acquire property located at 601 East
Main Street commonly known as the former Elder-Beerman department store
site; and
WHEREAS, It is the primary purpose of the Economic Development Corporation of Wayne
County, Indiana ("EDC") to assist government in planning and implementation
of economic development projects; and
WHEREAS, The EDC, as the current owner of the property located at 601 E Main Street
(Local Map No. 50-05-220-405.000-29, containing approximately 1.509 acres)
wishes to transfer said property to the City of Richmond, Indiana, and the total
price to purchase said property shall not exceed Twenty-five Thousand Dollars
($25,000.00) for purposes of Indiana Code (IC 36-1-10.5-1(b)(1); and
WHEREAS, After careful consideration, it is the desire of the City of Richmond, Indiana, to
proceed with the purchase of the property to permit certain incentives to
prospective investors while utilizing the EDC as the City's marketing agent; and
WHEREAS, IC 36-9-6-4 permits and funding is currently available for the Board of Public
Works & Safety to make the purchase of the stated property.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND
SAFETY for the City of Richmond, Indiana, in accordance with and in consideration of the
above-stated recitals incorporated herein, that the City of Richmond, Indiana, agrees to
purchase the property located at the address set forth below from the current owner, the
Economic Development Corporation of Wayne County, Indiana.
NOW, THEREFORE, BE IT ALSO FURTHER RESOLVED BY THE BOARD OF PUBLIC
WORKS AND SAFETY for the City of Richmond, Indiana, that David M. Snow, Mayor,
Vicki Robinson, President of the Board of Works and Safety, Beth Felds, Director of the
Department of Infrastructure and Development, Andrew J. Sickmann, City Attorney, or

Kimberly A. Vessels, Assistant City Attorney, shall be authorized to execute any and all
documents associated with the purchase of the below property:
