THE CITY OF RICHMOND, INDIANA,
JULY 2, 2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 2, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson.and Matt Evans. Absent was Emily Palmer.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Lieutenant Donnie Benedict;Tracy Bosell,.Street Commissioner; Fire Chief Jerry Purcell; Deputy
Fire Chief Andrew Buckler; Beth Fields,Director of Infrastructure and Development; and,Media.
APPROVAL OF MINUTES
Mr.Evans moved to approve the minutes of June 18, 2020, supported by Ms. Robinson. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
- Mr. Evans moved to approve the Claims for Payment for June 26, 2020 in the amount of One
Hundred Twenty Eight Thousand Nine Hundred Ninety Five Dollars and forty three cents
($125,995.43), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.
Mr. Evans moved to approve the Claims for Payment for July 3, 2020 in the amount of One
Hundred Twenty Five Thousand Two Hundred Fifty Four Dollars and twenty six cents($125,254,
26), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for June 30, 2020 in the amount of
Sixty Three Thousand Eight Hundred Forty Dollars and twenty six cents ($63,840.26), supported
by Ms. Robinson. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION

Mr. Evans moved to approve the Payroll Claims for Payment for Pension for June 26, 2020 in the
amount of Two Hundred Sixty Eight Thousand One Hundred Twenty Six Dollars and ten cents
($268,126.10), supported by Ms. Robinson. Upon a vote viva voce,the motion carried.

On July 17, 2020 they are requesting the closure of Elm Street between North 8th and
North 9th Streets (to the bridge overpass) starting at 12:30 p.m. to 11:45 p.m. They also
need a Noise Variance.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

Milestone to Repair and Repave US 27
Beginning July 6, 2020 until the end of October (projected end of completion) they are
asking for a noise variance to work during overnight hours.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the
motion carried.

CONTRACTS
• CONTRACT NO. 77-2020—SPEEDWAY LLC
This a licensing agreement giving the Richmond Fire Department employees access to the
building on the property owned by Speedway located at 2414 & 2428 Chester Blvd,
Richmond, Indiana. The building will be used for different training scenarios up until a
date immediately preceding the demolition of the building.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the
motion carried.
• CONTRACT NO. 81-2020 — REID HOSPITAL AND HEALTHCARE SERVICES
LEASE AGREEMENT
The Fire Department is to lease Station #6 located at 1501 NW 5th Street, Richmond,
Indiana to Reid for their ambulance services. The monthly lease payment of$750.00 may
be off-set based upon all or part of the cost of the improvements of the building on a
monthly bases.
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce,the
motion carried.

ADDENDUMS
• ADDENDUM NO. 2 TO CONTRACT NO. 153-2019—MAIZE DESIGN
To provide additional professional design services for storm water detention and redesign
of the training facility layout to relocate certain rooms and add additional space for the
proposed construction of the new building at the Izzy Edleman Training Facility located at
1740 South 8th Street, Richmond, Indiana
Not to exceed $8,900.00
Mr. Evans moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
RESOLUTIONS
• RESOLUTION NO. 8-2020—TO PURCHASE REAL ESTATE
This is for the City to acquire the property at 601 East Main Street, commonly known as
the former Elder Beerman department store site, from the Economic Development
Corporation of Wayne County.
Not to exceed $25,000.00
