Recording Statement Chair Chaffee read the required remote and recording statement. i Public Announcements and Comment : Members of the public may address the Select Board on matters not on the meeting's agenda for a maximum 3-5 minutes at the Chair's discretion. Under the Open Meeting Law, the Select Board is unable to reply but may add items presented to a future agenda . None . a Select Board Announcements and Liaison Reports a i No discussion . 1 Town Administrator' s Report Mr . Lombardi reviewed State Covid49 updates and guidance related to Halloween , the Community Impact Survey, Eviction Moratorium , amended FY21 State Budget, and the State disbursement of lodging tax received . The 1 . 5 million dollars received for FY20 was up about . 4 million from before the short term rental tax was implemented . The Town ' s Covid cases stand at 135, with no new cases reported over the past week . The department head monthly reports were included in the packet . The Health Department hosted a Town wide flu clinic, a School Flu clinic and they will be having an upcoming clinic for Town employees . The Grab and Go services will be continued to be held at the Brewster Ladies Library, which will be opening to the public on November 1, 2020 . There will be a limit of 30 patrons maximum allowed in the building at one time , with a 30 minute time limit . Curbside pickup services will remain in place . The Drummer Boy Park paving project has been completed by the DPW, and Mr . Lombardi thanked the crew and departments who assisted in the project . The Crosby Culvert project has begun, and access to the main beach parking lot will be restricted until the project is completed . Slough , Setucket and Stony Brook Road repaving is nearing completion . Donna Kalinick updated the Board on Housing updates . The bids were opened for Brewster Woods infrastructure project . 12 bids came in, with the 3 lowest bids being local contractors . The project should begin in November . Elevation Financial received Zoning relief to renovate the former Wingate Property, which will be engaged with the Town in regards to making 20% of the units affordable . Rental assistance can be sought via the Housing Coordinator, and Ms . Kalinick urged anyone who had questions to contact them . Chair Chaffee asked if a second Flu Clinic could be held for the residents . Amy von Hone said it could be possible, if interest is there . Ms . von Hone mentioned that Barnstable County will be offering a clinic as well . Consent Agenda • Appointments to Golf Director Screening Committee : Paul Anderson, Mimi Bernardo, Chris Hardy, Rob Harris, Andrea Johnson, Peter Lombardi, Anne O' Connell, Jeff O' Dell, and David Whitney • Declare Surplus : DPW, 2009 Ford F150 Pickup • Declare Surplus : Maintenance Department, Town Hall Shed Mr . Lombardi clarified the appointments and their membership on other committees . Selectperson Bingham moved to approve the Consent Agenda as recommended by Town Administration , Selectperson Whitney second . A roll call vote was taken . Homeless Prevention Council Presentation - Hadley Luddy Ms . Luddy gave an overview of the mission of the Homeless Prevention Council . This is a no cost service that j offers access to housing programs and funding, budgeting and financial planning assistance, connections to community resources and services, fuel assistance and other resources, access to job training and education resources, and special programs like Adopt-a-Family and the REACH Project. Each year HPC serves 1500 2000 neighbors . In Brewster 242 clients were served in 2019 . The Adopt- a - Family program assists families during the holidays . The Backpack-to - School program is offered annually which provides children with backpacks and school supplies . The Reach Project is a four- month , two - step program which fosters resiliency, empowerment, achievement, community, and hope in participants . HPC relies on community support and partnerships, and funding is provided by individuals, community grants, faith based groups, businesses, and charitable organizations . Selectperson Bingham asked the best way for residents to assist to adopt a family . Ms . Luddy gave the HPC phone number and website information . She also urged anyone who may need any type of counseling on what financial services may be available to them to contact them . Mr . Lombardi noted 3 the Recreation Department is a large supporter of the program . Chair Chaffee asked what Covid49 has done to the workload and budget of the HPC . The caseloads rose 71 % in the beginning of the pandemic . While over the summer the demand was less, they are seeing it rise again as the fall comes . Support is still very much needed . Cape & Vineyard Electric Cooperative Annual Presentation - Liz Argo and Maria Marasco Liz Argo, Executive Director of the Cape & Vineyard Electric Cooperative reviewed the history of CVEC, its membership, and the mission of renewable energy . There are 5 current PC and Storage initiatives . There are electric car and charging station initiative, and a CVEC NMC Consultancy Management Services for the following towns ; Yarmouth , Sandwich , Provincetown, Dennis, and Eastham . There will be no round 1 Adder fees charged for FY22 . Brewster saved $ 154, 720 with the projects on Town land , and as an offtaker from the net metering credits from other town ' s projects . Potential projects for the Town of Brewster include ; a solar canopy at the Captains Golf Course driving range, one at the golf courses main parking lot, a roof mount at the Brewster Water Facility, and a roof mount at the Brewster Fire Department . If all were approved the new projects could potentially save the town an estimated cost of $ 101 , 211 . Combined with the other projects for a total savings of $ 255 , 931 annually . Ms . Argo explained the benefits of being an offtaker. Chuck Hanson noted that the past two years the adder fees charged to the Town have dropped , and there not being any fees this year is great news . Selectperson Chatelain asked about PV storage . The project at the Golf Course parking lot will be required to have storage . The Fire department and the Water department will not have battery storage for those projects . Retrofitting projects may be available in the future . Pleasant Bay Watershed Alliance' s 2020 Annual Report Presentation ( Select Board FY21 -22 Strategic Plan Goals WR- 1 and WR-2 ) — Carole Ridley Carole Ridley, coordinator for the Pleasant Bay Alliance gave an overview on the history of the Alliance and how and why it was formed . A watershed permit requires a Targeted Watershed Management Plan and an i Inter- municipal Agreement . It is a 20-year renewable permit that began in 2018 to allow for adaptive management, provide traditional contingency plan and is voluntary . Each town is the permit holder, and the Alliance is the reporting agent . Each town is required to reduce a set amount of Nitrogen for the plan , with a plan and five year timeline . Brewster planned to reduce resident and golf course fertilization . In the second - fifth segments the Town will be doing work with onsite dinitrogen systems . Annual reports are required to be submitted to MassDEP and Cape Cod Commission , with the basis for permit modifications every five years . The Alliance is also engaged in grant work, receiving a SNEP grant in both 2018 and 2020 and SNEP technical assistance . 1 1 Integrated Water Resource Management Plan Presentation and Discussion on Proposed Nitrogen Mitigation Measures ( Select Board FY21 -22 Strategic Plan Goals WR- 1 and WR-2 ) — Mark Nelson Mark Nelson gave an update on the integrated water resource management plan or IWRMP . Brewster makes up 25 % of the Pleasant Bay Watershed and is accountable for 13 % of the Nitrogen load . The Pleasant Bay j Watershed Permit Requires Brewster to remove of 2 , 262 kg of nitrogen per year and address future development . The town has already removed 56% of this load . The Town could also upgrade onsite septic systems at other municipal properties and require at residential properties to do so as well , or create a traditional wastewater system in areas near the watershed area . The watershed permit allows for a nitrogen trade with other neighboring towns, utilizing another town ' s excess removal , or wastewater treatment facility . Selectperson Chatelain asked about other testing of alternative septic systems . Barnstable County is installing and testing a series of systems to more effectively reduce nitrogen . They will learn cost and performance data over the next couple of years . Treatment technology around freshwater ponds will need to be addressed for phosphorus as well as nitrogen . Mr . Lombardi acknowledged the town staff, Amy von Hone, Ryan Bennett, and Chris Miller, as they are the representatives to the PBWA . The Golf Commission would need to discuss any further changes to the Golf Course . Funding would be more appropriate taken from the General Fund than the Golf Course revolving fund , as it is a benefit to the entire Town , not just the Golf Course . The majority of the nitrogen load is coming from septic systems, fertilizer, and storm water run - off. When too much nitrogen enters an estuary stream system it acts like a fertilizer to the marine growth, which reduces the sunlight and increases the decomposition of the marine life habitat . In the Pleasant Bay system there are 19 separate measures to the system, with areas documented of more critical removal requirements . This is a decades old problem that is now being address . These are requirements being imposed by the Federal Clean Water Act, and these measures will protect our local waters . Discuss & Vote on Proposed Climate Change and Net Zero Emissions Resolution Mr . Lombardi reviewed the history of the resolution, beginning with the request from resident Chris Powiki . A citizen petition was supposed to have been brought to the spring Town Meeting, which was deferred until the fall due to Covid . The petitioners agreed to allow the petition to be put on the spring 2021 Town Meeting Warrant . The citizens asked the Town if they would be willing to enact their own resolution , therefore this agenda item was brought to the Select Board meeting . A email comment was sent in by Chris Powiki to modify the language, to ; " Further, the Town requests that the Select Board and Town Administration shall integrate these priorities into their strategic planning efforts, direct all Town officers and departments to take such measures within the scope of their respective responsibilities and authority as may be necessary and prudent to facilitate such policy objectives, and actively engage the community in moving these initiatives forward . " Chair Chaffee moved to amend the language, Selectperson Bingham second . A roll call vote was taken .
