The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 9, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL '
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Imani Murphy, Director of Human Resources and. Compliance; Police Officer Matt Smith; and,
Media.
APPROVAL OF MINUTES
Ms. Palmer moyed to approve the minutes of July 2, 2020, supported by Mr. Evans. Upon a vote
viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for July 10, 2020 in the amount of One
Hundred Eighty Four Thousand Seven Hundred Fifty Eight Dollars and eighty eight cents
($184,758.88), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.

REQUESTS -None
BID OPENINGS
• PEDESTRIAN CROSSING AND SIGNALIZATION PROJECT
There was one bid submitted by James H Drew in the amount of$59,175.00. This bid was
taken under advisement.

CONTRACTS
• CONTRACT NO. 84-2020 - JOHN HENNIGAR LODGE #63 FRATERNAL
ORDER OF POLICE (FOP)
This is the Richmond Police Department Bargaining Agreement that is a three-year
contract from 2021 to 2023. They will receive a pay increase of 5% every year over the -
three-year period making it 15% over the three year period. Shift deferential will go from
$925.00 to $2,000.00.
Ms. Palmer moved to approve supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
