PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR ENGLE President Oler called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Kelley Cruse-Nicholson. Also in attendance were Kim Vessels, Assistant Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Matt Evans, City Planner; Suzanne Bias, Mayor's Office; Beth Fields, Infrastructure and Development; Sergeant at Arms; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held June 1, 2020, supported by Councilor Goss. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Per Governor Holcomb's Plan, Indiana is now in Stage 4 • The "Main" entrance for the Municipal Building will remain through the Police Department REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Copies of the Minutes of the Board of works for April 23 & 30, May 7, 14, 21 & 28 and June 4,2020 will be presented at the July 6 meeting. Paperwork will be submitted for the next meeting. - • Board Member Turner moved to approve all actions taken virtually on March 2 & 16, April 6 & 20, May 4 & 18 and June 1, 2020, supported by Board Member Locke. Upon a vote viva voce,the motion carried. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 35, 36, 37 & 38- 2020 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 35-2020 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A PORTION OF A CERTAIN PARCEL FROM HIGH DENSITY SINGLE- FAMILY RESIDENTIAL DISTRICT TO LOW DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICT(1800 South 23rd Street) The Clerk read Ordinance No. 35-2020 on first reading by title only. Ordinance No. 35-2020 was referred to the Advisory Plan Commission for public hearing on Thursday, June 25, 2020. ORDINANCE NO. 36-2020 — A GENERAL ORDINANCE AMENDING CHAPTER 154: UNIFIED DEVELOPMENT ORDINANCE The Clerk read Ordinance No. 36-2020 on first reading by title only. Ordinance No. 36-2020 was referred to the Advisory Plan Commission for public hearing on Thursday, June 25,2020. ORDINANCE NO. 37-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE US DEPARTMENT OF HEALTH AND HUMAN SERVICES (re COVID) Common Council Minutes June 15,2020 Page 3 of 4 The Clerk read Ordinance No. 37-2020 on first reading by title only. The Finance Committee recommended approval. Councilor Locke moved to advance Ordinance No. 37-2020 to second reading, supported by Councilor Turner. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 37-2020 on second reading by title only. President Oler declared Ordinance No. 37-2020 on public hearing. There being no comments for or against, Councilor Locke moved for engrossment, supported by Councilor Parker. Upon a vote viva voce,the motion carried. Councilor Goss moved to advance Ordinance No. 37-2020 to third and final reading, supported by Councilor Engle. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 37-2020 on third reading by title only. Ordinance No. 37-2020 was adopted with an 8-0 roll call vote. ORDINANCE NO. 38-2020—A GENERAL ORDINANCE AMENDING RICHMOND CITY CODE SECTION 30.08 AND 30:12 (DELETION OF THIRD READING REQUIREMENT) The Clerk read Ordinance No. 38-2020 on first reading by title only. Ordinance No. 38-2020 was referred to an Ad Hoc Committee consisting of Councilors Parker& Oler, City Clerk Chasteen and Corporation Council Sidman for due'diligence.
