HomeMy Public PortalAbout07-06-2020 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 6, 2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting July 6, 2020 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Oler called the meeting to order and the following business was conducted ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Coleton Mitchell, Indiana Municipal Power Agency; Robert Thomas,Hobby Haus; John Gephart,John's Custom Framing;Aaron Roberts;Matt Evans, GIS Coordinator; Georgia McCullough; Beth Fields, Information and Development;Beth Fields,Infrastructure and Development; Sergeant at Arms; and,Media. APPROVAL OF MINUTES Councilor Parker moved to amend the minutes to indicate Councilor Oler as President, supported by Councilor Engle. Upon a vote viva voce, the motion carried. Councilor Parker moved to approve the amended minutes of the regular meeting held June 15, 2020, supported by Engle. Upon a vote viva voce, the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • RESOLUTION NO. 2-2020—A RESOLUTION AUTHORIZING THE INVESTMENT OF PUBLIC FUNDS INTO CERTIFICATES OF DEPOSIT PURSUANT TO IC 5-13-9-5 The Finance Committee recommended approval. Councilor Cappa moved to approve, supported by Councilor Parker. Upon a vote viva voce, the motion carried. For additional information visit www.IN.GOV • The 2020 Twilight Farmer's Market will begin Tuesday, July 7 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the April 23 & 30, May 7, 14, 21 & 28, June 4 & 11, 2020 meetings were accepted as presented. - REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 39 &40--2020 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce,the motion carried. ORDINANCE NO. 39-2020 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT. OF BENEFITE FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Holland Colours) The Clerk read Ordinance No. 39-2020 on first reading by title only. This Ordinance is a petition of Holland Colours for a 10-year tax abatement on Manufacturing Equipment valued at One Million Five Hundred Thousand Two Hundred Dollars ($1,500,200). Ordinance No. 39-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 40-2020 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITE FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-2.2-12.1 (Vandor) The Clerk read Ordinance No. 40-2020 on first reading by title only. Common Council Minutes July 6,2020 Page 3 of 4 This Ordinance is a petition of Vandor Corporation for a 5-year tax abatement on Manufacturing Equipment valued at Seven Hundred Twenty Five Thousand Dollars ($725,000). Ordinance No. 40-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 35-2020 - A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A PORTION OF A CERTAIN PARCEL FROM HIGH DENSITY SINGLE- FAMILY RESIDENTIAL DISTRICT TO LOW DENSITY SINGLE-FAMILY RESIDENTIAL DISTRICT (1800 South 23rd Street) The Clerk read Ordinance No. 35-2020 on second reading by title only. The Plan Commission recommended approval. President Oler declared Ordinance No. 35-2020 on public hearing. There being no comments for or against, Councilor Goss.moved for engrossment, supported by Councilor Engle. Upon a vote viva voce, the motion carried. Councilor Goss moved to advance Ordinance No. 35-2020 to third and final reading, supported by Councilor Cruse-Nicholson. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 35-2020 on third reading by title only. Ordinance No. 35-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO. 36-2020 — A GENERAL ORDINANCE AMENDING CHAPTER 154:UNIFIED DEVELOPMENT ORDINANCE The Clerk read.Ordinance No. 36-2020 on second reading by title only. The Richmond Plan Advisory Commission recommended denial of Ordinance No. 35- 2020. Councilor Parker moved to amend the Ordinance to only include the area between the west side of:10th Street and the east side of 5th Street, from the north side of South A Street to the south side of North A Street, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. Common Council Minutes July 6,2020 • Page 4 of 4 President Oler declared Amended Ordinance No. 36-2020 on public hearing. Speaking against was Aaron Roberts; Speaking in favor were Robert Thomas,Hobby Haus and John Gephart, John's Custom Framing. Amended Ordinance No. 36-2020 was referred back to the Plan Advisory Board for additional due diligence. ORDINANCE NO. 38-2020—A GENERAL ORDINANCE AMENDING RICHMOND CITY CODE SECTION 30.08 AND 30.12 (DELETION OF THIRD READING REQUIREMENT) The Clerk read Ordinance No. 38-2020 on second reading by title only. Councilor Oler moved to amend paragraph q, first sentence, to read, all reports from committees shall be made in writing or verbally, supported by Councilor Turner. Upon a vote viva voce, the motion carried. President Oler declared Amended Ordinance No. 38-2020 on public hearing. There being no comments for or against,Councilor Cruse-Nicholson moved for engrossment,supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Parker moved to advance Amended Ordinance No. 38-2020 on third and final reading, supported by Councilor Turner. Upon a vote viva voce, the motion carried. • The Clerk read Amended Ordinance No. 38-2020 on third reading by title only. Amended Ordinance No. 38-2020 was adopted with a 9-0 roll call vote.
