JULY 16,2020
The Board of Public Works and Safety of the City of,Richmond, Indiana, met at 5:00 P.M.,
Thursday, July 16, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist; Mike Britt, Chief of Police; Brian Siemens, Chief of EMS; Greg Stiens,
Director of Engineering; and,Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of July 9, 2020, supported by Mr. Evans. Upon a vote
viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for July 17, 2020 in the amount of Two
Hundred Sixty Four Thousand Four Hundred Forty Three dollars and. Forty Eight cents
($264,443.48), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Payroll Claims for Payment for July 17, 2020 in the amount of Eight
Hundred and Two Thousand One Hundred Twenty Four'dollars and Ninety One cents ($802,124.91),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None
REQUESTS
• HANDICAP SIGN RENEWALS

Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.

Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
• STREET CLOSURES
Veterans Park
Arrival of Army Tank
They are requesting the Main Street bridge to the 200 block of West main Street be
closed for the of an Army tank to be displayed at veteran's Park. This will take place
sometime after 4 p.m. Monday,July 20,2020 or Tuesday,July 21,2020(due to possible
delay). Time frame will be flexible depending on logistics.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried
Reid Health
Reid Ride •
They are requesting to close down the outside lanes of Industries Road both east and
westbound from Cardinal Greenway Trail Head to US 27 on July 18, 2020 stating at
7:00 a.m. until approximately noon.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried
BID OPENINGS
• RE-BID OF THE HERITAGE TRAIL PROJECT
No bids have been submitted.
BID AWARDS
• PEDESTRIAN CROSSING SIGNILIZATION PROJECT

Not to exceed $59,175.00
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce, the
motion carried

CONTRACTS
• CONTRACT NO. 86-2020—RICHMOND COMMUNITY SCHOOLS
This contract is for the youth program that provides eligible students with Fire and
Rescue I and II class instruction and EMS program class instruction for 2020-2021
school year.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
