HomeMy Public PortalAbout07-20-2020 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, JULY 20,2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting July 20, 2020 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR OLER President Oler called the meeting to order and the following business was conducted ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk;Emily Palmer,Controller;Kate Kotan,Community Development;Ian Vanness,City Planner; Randy Baker and Tony Foster, Richmond Power and Light; Aaron Stevens; Beth Fields, Infrastructure and Development; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Engle moved to approve amending the minutes of the regular meeting held July 6, 2020 re Ordinance No. 40-2020 to reflect the value of manufacturing equipment at $725,000, supported by Councilor Goss. Councilor Engle moved to approve the amended minutes of July 6, 2020, supported be Councilor Goss. Upon a vote viva voce, the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS A. AMENDED RESOLUTION NO. 3-2020 SETTING MEETING TIMES FOR COMMON COUNCIL AND RICHMOND POWER AND LIGHT This Resolution would reduce the frequency of the meetings of the Richmond Power and Light Board of Directors to be held only on the first Monday of each month after a short recess immediately following the regular meeting of the Common Council. r ` Common Council Minutes July 20,2020 Page 2 of 5 Councilor Locke moved to approve the amendment, supported by Councilor Cruse- Nicholson. Upon a vote viva voce, the motion carried 8-1. Dissenting was Councilor Parker. Councilor Cruse-Nicholson moved to begin the approved schedule August 3, 2020, supported by Councilor Locke. Upon a vote viva voce, the motion carried unanimously. COMMUNICATION FROM THE MAYOR • Introduction of recently hired City Planner, Ian Vanness. • A mask give-away will be held at Elstro Plaza, Test Middle School and Reid Hospital,Noon until 3:00 pm on Saturday,July 25 • COVID testing is still available at 601 East Main Street REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the June 18, July 2 & 9, 2020 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS A. POLICE MERIT COMMISSION Two names were presented for consideration—Tammy Rhoades and Ellen Mayberry. This was referred to the Public Safety Committee for due diligence. MISCELLANEOUS BUSINESS INTER-LOCAL AGREEMENT — AMENDS NO. 4-2017 — AMENDED INTER- LOCAL AGREEMENT FOR THE SHARING OF COSTS ATTENDANT TO THE ENVIRONMENTAL REMEDIATION OF SITE AND REMOVAL OF UNSAFE STRUCTURE THERON (former Reid site) Inter-Local Agreement—amending No. 4-2017 was referred to the Finance committee for due diligence. INTER-LOCAL AGREEMENT NO. 001-2020—INTER-LOCAL AGREEMENT FOR EMERGENCY COMMUNICATIONS DEPARTMENT(911) Inter-local Agreement No. 001-2020 was referred to the Finance Committee for due diligence. Common Council Minutes July 20,2020 Page 3 of 5 ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 41, 42 & 43-2020 on first reading by title only, supported by Councilor Cruse-Nicholson. Upon a vote viva voce,the motion carried. ORDINANCE NO. 41-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF.HOMELAND SECURITY(RFD) The Clerk read Ordinance No. 41-2020 on first reading by title only. The Finance Committee recommended approval. Councilor Cruse-Nicholson moved to advance Ordinance No. 41-2020 to second reading and read by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. President Oler declared Ordinance No. 41-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment.Upon a vote viva voce, the motion carried. Councilor Locke called for a vote. Ordinance No. 41-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO. 42-2020 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Phillips Tube-Real Estate) The Clerk read Ordinance No. 42-2020 on first reading by title only. This Ordinance is a petition of Phillips Tube for a ten year tax abatement on real estate valued at Four Hundred Thousand Dollars and zero cents ($400,000.00). Ordinance No. 42-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 43-2020 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Phillips Tube-Mfg equip) The Clerk read Ordinance No. 43-2020 on first reading by title only. Common Council Minutes July 20,2020 Page 4 of 5 This Ordinance was a petition of Phillips Tube for a ten year tax abatement for manufacturing equipment valued at Six Million Four Hundred Thousand Dollars and zero cents ($6,400,000.00). Ordinance No. 43-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO.39-2020—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Holland Colours) The Clerk read Ordinance No. 39-2020 on second reading by title only. The Tax Abatement Committee recommended approval. Councilor Cruse-Nicholson moved to advance Ordinance No. 39-2020 to second reading and read by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. President Oler declared Ordinance No. 39-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Locke.Upon a vote viva voce,the motion carried. Councilor Locke called for a vote. Ordinance No. 39-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO. 40-2020—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (Vandor) The Clerk read Ordinance No. 40-2020 on second reading by title only. The Tax Abatement Committee recommended approval. Councilor Cruse-Nicholson moved to advance Ordinance No. 40-2020 to second reading and read by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. President Oler declared Ordinance No. 40-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Locke.Upon a vote viva voce, the motion carried.
