Home My Public Portal About086-2020 - Fire - RCS - EMT Training For StudentsCOOPERATIVE AGREEMENT/PROPOSAL FOR FIRE AND RESCUE/EMS This cooperative agreement entered into at Richmond Community Schools for the 2020 - 2021 school year, by and between Richmond Community Schools and the City of Richmond, Indiana, by and through its Board of Public Works and Safety, located in Richmond, Indiana. SCOPE OF PROGRAM FOR 2020-2021 SCHOOL YEAR PREAMBLE The Richmond Fire Department and Richmond Community Schools wish to maintain a partnered youth program for the 2020 — 2021 school year for the purpose of providing eligible students with Fire and Rescue I and II class instruction and EMS program class instruction. Eligible participants in the program may include both Richmond Area Career Center ("RACC") students and probationary members of the Richmond Fire Department. ARTICLE I The I I'h and 121h Richmond Area Career Center Students will be given first priority in registration over any student requesting enrollment from another school district. Enrollment of students in the program must be compliant with all applicable board policies and administrative guidelines of Richmond Community Schools. ARTICLE II Attendance of RACC students will be taken in the manner prescribed by the RACC administration. ARTICLE III The Career Education Director will furnish Richmond Fire Department with a yearly school calendar for the forthcoming school year. ARTICLE IV The general projected Fire and Rescue/EMS enrollment for the forthcoming school year shall be completed by the first day of the 2020-2021 school year of the upcoming school term with a final commitment on student he (for tuition payment) on student enrollment count date. ARTICLE V The minimum class size for any given block of time is fifteen (15) RACC students per instructor. Probationary firefighter members of the Richmond Fire Department may attend class modules as deemed necessary by the Richmond Fire Chief or his representative. The classes will take place at the Richmond High School with occasional site training exercises at Richmond Fire Department locations. Contract No. 86-2020 ARTICLE VI All RACC student discipline cases will be referred to their home school administrator for action. ARTICLE VII A condensed hourly course of study outline of Fire and Rescue I & II/EMS shall accompany this cooperative agreement, which will meet State of Indiana certification requirements and approval of the Career Education Director. ARTICLE VIII A properly certified instructor shall be provided by Richmond Fire Department. The vocational instructor working within this cooperative agreement must meet the State of Indiana Certification requirements and be fully certified (Instructor II / III for Fire Program and P.I. (Primary Instructor) for Emergency Medical Services). Upon request, the Richmond Fire Department will provide to Richmond Community Schools copies of required criminal history record checks for each instructor and for each probationary fire fighter who attends any of the classes. ARTICLE IX RACC / Fire and Rescue/EMS students, upon satisfactory grade achievements, will receive 3 credits per semester. ARTICLE X RACC / Richmond Fire Department Youth Education program will be properly certified and meet all requirements of the Indiana Department of Homeland Security for instruction of the Indiana State Firefighter curriculum. Every RACC student passing said course material will receive full credit for every hour of attendance in the program. ARTICLE XI The working coordinators for this initial cooperative agreement in Fire and Rescue/EMS will be the Fire Chief Jerry Purcell and the Director of Career Education for RCS. Any notice to be given under this cooperative agreement shall be sent in writing to the following: Fire Chief Jerry Purcell City of Richmond, Indiana 50 North 5a' Street Richmond, IN 47374 Mr. Rusty Hensley Director of Career Education 380 Hub Etchison Parkway Richmond, IN 47374 ARTICLE XII The initial vocational advisory committee for this RACC vocational course shall have five (5) members who will consist of the following: (1) the Richmond Fire Chief; (2) the Richmond Fire Chief of Operations; (3) the Richmond Fire Director of EMS; (4) the Course Instructor of Fire and Rescue I and II; and (5) a member to be chosen by Richmond Community Schools. ARTICLE XIII At the end of the 2020 - 2021 School Year, this agreement will be renegotiated for the fourth year expansion of the program. The new agreement will be established a minimum of sixty (60) days before the beginning of the fall semester of the 2021 — 2022 school year. ARTICLE XIV Richmond Fire Department shall provide a smoke -free environment for the RACC students. ARTICLE XV Richmond Fire Department -Fire and Rescue/EMS students will participate in Skills USA activities if there is student interest. ARTICLE XVI The RACC / Richmond Fire Department Youth Education Program will provide participating RACC students a review program, if necessary, after completion of each curriculum block of course work prior to testing. ARTICLE XVII Richmond Fire Department will administer all certification exams to RACC students for each curriculum block. ARTICLE XVIII The certified Instructor will be in attendance at any time RACC students are in attendance at the Fire department. ARTICLE XIX The Fire Department will communicate with RACC when RACC students start to fall behind their scheduled hours for completion. The Fire Department & RACC will then work together to help RACC students make up the necessary hours. ARTICLE XX Richmond Community Schools and the City of Richmond shall each indemnify the other for any injuries, damages, losses or other claims of third parties caused by the negligence of that party's employees or agents. To the extent that any such claim is covered by liability insurance maintained by either or both Richmond Community Schools and the City of Richmond, and only to the extent permitted by the terms of any such applicable insurance policy, Richmond Community Schools and the City of Richmond mutually waive their rights of subrogation against the other for any such loss or claim for which there is insurance coverage. ARTICLE XXI Any additions, changes or deletions of these listed article stipulations shall be in written form and signed by the principal parties of the cooperative agreement. ARTICLE XXII Pursuant to Indiana Code 22-9-1-10, each party or person acting on behalf of his or her respective party shall not discriminate against any employee or applicant for employment to be employed in the performance of this Agreement, with respect to hire, tenure, terms, conditions, or privileges of employment or any matter directly or indirectly related to employment because of race, religion, color, sex, disability, national origin, or ancestry. ARTICLE XXIII Pursuant to Indiana Code 22-5-1.7, the parties are required to enroll in and verify the work eligibility status of each respective newly hired employee through an existing Indiana E-Verify program. Each party certifies that it does not knowingly employ an unauthorized alien in accordance with IC 22-5-1.7-11(a)(2). In the event a party violates IC 22-5-1.7, the violating party shall be required to remedy the violation not later than thirty (30) days after being provided with written notified of the violation. If the violating party fails to remedy said violation, any non -violating party may consider the violating party to be in breach of this Agreement and this Agreement will be terminated. CRITERIA FOR SELECTION TO FIRE AND RESCUE/EMS PROGRAM I Previous Grades A. Failures in required classes may eliminate RACC candidates. B. Failures in other classes will influence admission decisions. C. Grade point average will be considered. II Attendance A. Truancy will automatically eliminate RACC candidates. B. Unexcused absences or suspension from class may eliminate RACC candidates. C. Excessive absenteeism will eliminate RACC candidates. III Discipline/Attitude A. Suspension from school may eliminate RACC candidates. B. Excessive detention may eliminate RACC candidates. IV Other A. RACC students admitted to this program must maintain passing grades or may be withdrawn at the end of the trimester. B. RACC students applying to this program must have parental permission. C. RACC student's parents must sign a transportation agreement and release of liability form. ANNUAL PLAN FOR OPERATION OF FIRE AND RESCUE I & IUEMS PROGRAM 2020-2021- SCHOOL YEAR Program Schedule: Each class of the firefighter curriculum will receive a minimum of 2 hours of instruction Monday through Friday for a total school year or 180 days. Makeup for excused absences will be arranged on Saturdays and or vacation days. All RACC students must have accrued 360 hours prior to beginning their senior (final) year. Emergency Medical Curriculum class for seniors' final year will receive a minimum of 2 hours Monday through Friday for a total school year of 180 days. II Richmond Community Schools will pay the Richmond Fire Department Thirty- six Thousand Dollars and Zero Cents ($36,000.00) per year for the firefighter curriculum and this fee will be increased by Five Hundred Dollars ($500.00) for each additional student over and above the fifteen (15) minimum student number. The Richmond Fire Department will invoice Richmond Community Schools at the beginning of the school year. Costs will be re -considered prior to the fifth year of the firefighter curriculum. In the event this cooperative agreement is terminated prior to the end of the 2020 — 2021 school year, Richmond Community Schools will receive a pro -rated refund. III. Richmond Community Schools will pay the Richmond Fire Department the amount of One Hundred Ten Dollars and Zero Cents ($110.00) for each student who participates in Firefighter UII classes to cover the cost of the Fire Engineering Textbooks and Workbooks and incidental fees. Richmond Community Schools will pay the Richmond Fire Department the amount of One Hundred Ten Dollars and Zero Cents ($110.00) for each student who participates in Emergency Medical Technician classes to cover the cost of the Medical Technician Textbooks and Workbooks and incidental fees. IV This plan of operation for the 2020-2021 school year will be in accordance with all items included in the cooperative agreement/proposal as approved by all parties.
