Dear Mr. & Mrs. Arcaini:
This is to confirm that at the Public Hearing held by the Architectural
Review and Planning Board on June 22, 2000, your application for a
Level 2 Architectural /Site Plan Review to permit the addition of
828 square feet of uninhabitable, non -air conditioned storage space
above the existing garage of the single - family dwelling at 3435
N. Ocean Blvd. in Gulf Stream was considered.
The application was approved provided the following conditions are
met: 1) A Construction Traffic Management Plan shall be submitted
prior to application for a building permit and shall be followed
during construction. 2) The garage eave height shall match existing
eave height at approximately 12110 ". 3) The roof design shall be
redesigned to a hip style. 4) 3 tile inserts above the garage doors
and the one tile insert on the front of the dwelling shall be
revised to remove the sills and add stucco bands around the tile
inserts.

Recommendation:
B. A motion to approve a Level II Architectural/Site Plan Review, provided the following
conditions are met, based on a finding that the proposed plans With these revisions would be
consistent with applicable review standards:
1. A Construction Traffic Management Plan shall be submitted prior to application for
building permit and shall be followed during construction.
2. The garage eave height shall match the existing eave height at approximately 1210 ".
3. The roof shall be redesigned to a hip style roof.
4. The tile inserts shall be redesigned to remove the sills and replace with a decorative banding.
Basis for Recommendation:
The Arcaini residence already exceeds the Floor Area Ratio (FAR) limitations in the Gulf
Stream Design Manual by 1,439 S.F. The code, as revised in March 2000, does not count
uninhabitable storage space towards a home's Floor Area Ratio. As such, the added space
would not be deemed to expand the floor Area. This topic was informally reviewed by the
ARPB last year (minutes attached).
Roof Design/Front Gable End
The existing one story garage has approximately a 9.5' eave height and a hip roof (refer to
photo). The proposed design shows a 13' eave height, which is in the discouraged range (8-
12' preferred), and a front gable end. The architect has explained that a 13' eave height
allows him to match up the garage with the existing eave line of the connecting structure.
Although a hip roof would significantly mitigate the additional height, the architect believes
that only a gable roof enables him to properly distribute the weight of the storage area and
roof, to meet weight- and wind -load requirements. The latter is due to the location and
number of existing foundation pilings. Since the west end of the garage is visible from A1A,
this topic may warrant further evaluation and discussion.
Code Requirements that must be met prior to issuance of a Building Permit:
1. Health Department approval of the septic system will be required prior to issuance of a
building permit.
