THE CITY OF RICHMOND, INDIANA,
SEPTEMBER 3, 2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 3, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk;
Lieutenant Donnie Benedict; Tracy Bosell, Street Commissioner; Sarah Mitchell; Police Chief
Mike Britt; Assistant Fire Chief Chris O'Neal; and, Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes for August 27, 2020, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr.Evans moved to approve the.Claims for Payment for September 4,2020 in the amount of Two
Hundred Thirty Nine Thousand Two Hundred Thirty Three Dollars and fifteen cents
($239,233.15), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
SPECIAL PAYROLL CLAIMS FOR PAYMENT
Mr. Evans moved to approve a Special Payroll Claims for Payment for September 1, 2020 in the amount
of One Thousand Seventeen Dollars and seven cents ($1,017.07), supported by Ms. Palmer. Upon a vote
viva voce,the motion carried.
Mr. Evans moved to approve a Special Payroll Claims for Payment for September 1, 2020 in the amount
of One Hundred Ninety Eight Dollars and fifty cents ($198.50), supported by Ms. Palmer. Upon a vote
viva voce, the motion carried.

• STREET CLOSURES
Hampton's Tree Service
Merle Henderson Apartments
On Tuesday September 8, 2020 they are requesting the sidewalks and street closed while
they remove a dead Ash tree from 81 South 14th Street. Weather permitting.
Model T Museum
On Saturday September 19, 2020 between 10:00 a.m. and 4:00 p.m. they are requesting
to close the following streets for a photo shoot for Vintage Ford Magazine.

North"D" Street would remain barrier free for east to west access
North"C" Street would remain barrier free for normal one way west access
Parking lot at North 8th & "D" Street will remain open to public with access from"D"
Street
Rain date is scheduled for Sunday September 20 ', 2020.
Ms.Palmer moved to approve,supported by Mr.Evans.Upon a vote viva voce,the motion
carried.

There was one bid submitted from Thor Construction. That bid is as follows:
$58,000.00
Option for shingle roofing $43,000.00
Material Cost plus 15%and Labor Cost of 49 cents per hour
This bid was taken under advisement

• ACCEPTANCE OF A RESIGNATION LETTER FROM A RICHMOND
FIREFIGTER
Jessica L. Post submitted her resignation letter on August 19, 2020
Ms. Palmer moved to accept the letter of resignation, supported by Mr.Evans.Upon a vote
viva voce,the motion carried.

After a motion was duly made,the meeting was adjourned.
