PROCEEDINGS OF A REGULAR MEETING •

AUGUST 17,2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting August
17, 2020 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR BUMBALOUGH
President Oler called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa,
Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Police Officers Aaron Stevens and Austin Lipps; Ian
Vanness, City Planner; Denise Retz, Parks and Recreation; Fire Chief Jerry Purcell; June
Marshall, Fire Department Business and Office Manager; Assistant Fire Chief Chris
O'Neil;Ben Simmons,Emergency Medical Services and Cadet Training;Andrew Buckler,
Training; Doug Gardner, Fire Prevention and Cadet Training; Battalion Chiefs Charles
Bartlett and Tim Brown; Greg Moore, Engineer and Cadet Training; Beth Fields,
Infrastructure and Development; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES •
Councilor;Locke moved to approve the minutes of the regular meeting held August 3,
2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.

COMMUNICATION FROM THE MAYOR
• Many community events are being held virtually—they are listed on Waynet.com
• Committee of the Whole meetings re the proposed 2021 Budget are being held
August 25 and 27

REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the July 30 and August 6, 2020 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
A. POLICE MERIT COMMISSION BOARD APPOINTMENT
The Public Safety Committee recommended Ellen Mayberry be appointed to the
Commission. Upon a vote viva voce, this recommendation was approved.
B. FIRE DEPARTMENT—CHIEF JERRY PURCELL—presented Fire Personnel
and credited his entire department with its success. He also reviewed the current
activities:
MISCELLANEOUS BUSINESS
A. AMENDED INTERLOCAL AGREEMENT FOR THE SHARING OF
COSTS ATTENDANT TO THE ENVIRONMENTAL REMEDIATION
OF SITE REMOVAL OF UNSAFE STRUCTURE THEREON (Amends
IA 4-2017)
This Agreement was held to allow Wayne County time for additional due
diligence.
ORDINANCES ON FIRST READING
A. ORDINANCE NO.44-2020—A SPECIAL ORDINANCE AMENDING THE
ZONING MAP FOR A CERTAIN PARCEL FROM MEDIUM DENSITY
SINGLE-FAMILY RESIDENTIAL DISTRICT TO MULTIPLE FAMILY
RESIDENTIAL DISTRICT(0 Salisbury Road)
Ordinance No.44-2020 was referred to the Plan Commission for due diligence.
B. 'ORDINANCE NO. 51-2020.— A GENERAL ORDINANCE AMENDING
CHAPTER 95.11: ALCOHOLIC BEVERAGES ON CITY OF RICHMOND
PARK PROPERTY
Ordinance No. 51-2020 was referred to the Public Safety Committee for due
diligence.
