Re: 2021 Budget Ordinances
Attached for your review are several ordinances relating to the 2021 Budget. Below is a summary of each ordinance:
45-2020 An Appropriation Ordinance to be known as the 2021 Budget
Ordinance 45-2020 is the 2021 Budget Ordinance. The 2021 Budget will be advertised on Gateway as required by the Department of Local Government Finance on September 25. It must be published
at least ten (10) days prior to the Public Hearing, which will be held on October 5.
The 2021 Budget is a fully funded budget utilizing both 2021 projected revenues and a portion of the City’s estimated cash balance of approximately $39,000,000.00 at the end of 2020.
Estimated ending cash balance for 2021 is approximately $33,000,000.00.
46-2020 An Appropriation Ordinance Fixing the Annual Compensation of All Elected City Officers for 2021
Ordinance 46-2020 is a Salary Ordinance, setting the salary for all elected officials. There have been no changes to these salaries for 2021 from the City. RP&L Board received a 3%
increase.
47-2020 An Appropriation Ordinance to be known as the 2021 Salary Ordinance
Ordinance 47-2020 is a Salary Ordinance setting the salaries for civilian employees. This ordinance includes both union and non-union employees. Non-union salaries were not increased
for 2021. AFSCME union salaries received an increase of 4% and an increase to longevity of 1/8th of 1% for year two of a three year contract.
48-2020 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond Police Officers
Ordinance 48-2020 sets the base salary for ranks within the Richmond Police Department. The proposed base salaries include a 5% increase which was agreed upon in 2020’s union negotiations.
2021 is year one of a three year contract.
49-2020 An Appropriation Ordinance to be known as the Sanitary District 2021 Salary Ordinance
Ordinance 49-2020 is a Salary Ordinance for the Richmond Sanitary District. This ordinance includes both union and non-union employees.
50-2020 An Ordinance Authorizing the Annual Compensation and Benefits of Richmond Firefighters
Ordinance 50-2020 sets the base salary for ranks within the Richmond Fire Department. The proposed base salaries include a 5% increase for 2021, year two of a three year contract.
