APPROVING THE EXPANSION OF REHABILITATION
AREA BOUNDARIES
WHEREAS, pursuant to the New Jersey Redevelopment and Housing Law, N.J.S.A.
40A: 12A -1 et seq. ( "Redevelopment Lave'), the governing body of a municipality may
determine a delineated area to be in need of rehabilitation if it determines that there exist
in that area such conditions to include that more than half of the housing stock in the
delineated area is at least 50 years old, or a majority of the water and sewer infrastructure
in the delineated area is at least 50 years old and is in need of repair or substantial
maintenance, and a program of rehabilitation may be expected to prevent further
deterioration and promote the overall development of the community; and
WHEREAS, fire Mayor and Council of the Borough of Carteret ( "Borough Council ")
had determined, based upon research conducted by the Borough's Consulting Engineers,
T &M Associates, and the Borough's Tae Assessor, and -a planning evaluation conducted
by Beacon Planning and Consulting Services, LLC, that such condition(s) existed in a
proposed Roosevelt Avenue Rehabilitation Area; and which consisted of the then
delineated properties ( "Rehabilitation Area' ); and
WHEREAS, by Resolution #14 -164, adopted on August 7, 2014, the Borough Council
referred a Resolution to the Planning Board of the Borough of Carteret ( "Planning
Board ") for its review and recommendation regarding the then proposed Roosevelt
Avenue Rehabilitation Area; and
WHEREAS, following the Planning Board meeting of September 24, 2014, during
which the Board conducted its review and submitted its recommendation(s) regarding the
proposed Resolution designating a Roosevelt Avenue Rehabilitation Area, the Borough
Council, pursuant to the provisions of N.J.S.A 40A:12A -14 of the Redevelopment Law,
formally detenrined, on October 2,2014, pursuant to the adoption of Resolution # 14-
186, that the above described Rehabilitation Area constituted an area in need of
rehabilitation; and
WHEREAS, subsequent to the Council's adoption of Resolution 914 -186, the Mayor
and Council of the Borough of Carteret (`Borough Council ") have determined, based
upon research conducted by the Borough's Consulting Engineers, T &M Associates, and
the Borough's Tae Assessor, and a further planning evaluation conducted by Beacon
Planning and Consulting Services, LLC, that such condition(s) exist in a proposed,
expanded Roosevelt Avenue Rehabilitation Area which consists of the delineated
properties set forth on Schedule Al, attached hereto and made a part hereof, ( "Expanded
Rehabilitation Area "); and
WHEREAS, the Borough Council, pursuant to the provisions of N.J.S.A 40A:12A -14 of
the Redevelopment Law, wishes to formally determine, by way of the adoption of the
within Resolution, that the above described Expanded Rehabilitation Area constitutes an
area in need of rehabilitation; and
WHEREAS, by Resolution 14 -243 , adopted on December 18 2014, the Borough
Council has referred the within Resolution to the Planning Board for its review and
recommendation regarding the proposed, expansion of the Roosevelt Avenue
Rehabilitation Area; and
WIIEREAS, the Planning Board at its meeting on D ozedxr 17 2014
conducted its review and has submitted its recommendations) regarding this proposed
Resolution and the expansion of the previously designated Roosevelt Avenue
Rehabilitation Area; and

WHEREAS, the Borough Council has given due consideration to the recommendation(s)
of the Planning Board; and
WHEREAS, the Borough Council further concludes that there exists within the
delineated Expanded Rehabilitation Area such conditions, including that more than half
of the housing stock in the delineated area is at least 50 years old, and a majority of tine
water and sewer infrastructure in the delineated area is at least 50 years old and is in need
of repair or substantial maintenance, and a program of rehabilitation may be expected to
prevent further deterioration and promote the overall development of the community.
NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey that the above described expanded
Roosevelt Avenue Rehabilitation Area is an area in need of rehabilitation as so defined
by N.J.S.A. 40A:12A -14 and is hereby so designated.
BE IT FURTHER RESOLVED, that a duly executed copy of this Resolution shall be
transmitted to the Commissioner of the New Jersey Department of Community Affairs.
BE IT FURTHER RESOLVED, that, upon approval of the within rehabilitation area
designation by the Commissioner Of Community Affairs pursuant to N.J.S.A. 40:12A-
6(5), should the same be required thereby, Beacon Planning and Consulting Service,
LLC, is hereby authorized and directed to work with the appropriate Borough Officials
and Professionals in developing and advancing a program of rehabilitation for the hereby
designated Roosevelt Avenue Rehabilitation Area.
BE IT FURTHER RESOLVED, that duly executed copies of this Resolution shall be
transmitted to the Planning Board, filed in the office of the Borough Clerk, and forwarded
to Beacon Planning and Consulting Services, LLC.
