Budget Hearing of Bal Harbour Village was held on Tuesday, September 20, 2011, in the Council Chambers at Bal Harbour Village Hall (655 — 96th Street, BM Harbour, Florida). 1. CALL TO ORDER/ROLL CALL: The meeting was called to order at 6:05 p.m. by Mayor Rosenfield. The following were present: Mayor Jean Rosenfield Assistant Mayor Joni D. Blachar Councilman Martin Packer Councilman Jaime M. Sanz Alfred J. Treppeda, Village Manager Ellisa Horvath, MMC, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilwoman Patricia Cohen As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge was led by Mayor Rosenfield. 3. ANNOUNCEMENT: Mayor Rosenfield made the following announcement: THE BAL HARBOUR VILLAGE ROLLED -BACK MILLAGE RATE IS 2.4468 MILLS. THE FINAL MILLAGE RATE IS 2.4468 MILLS, WHICH IS EQUAL TO THE ROLLED -BACK RATE. 4. DISCUSSION OF PROPOSED TAX MILLAGE RATE AND PROPOSED BUDGET FOR FISCAL YEAR 2011 /2012, 5. RESOLUTION/PUBLIC HEARING, AND 6. ORDINANCE SECOND READING/PUBLIC HEARING: The following resolution was read by title, by Mrs. Horvath: A RESOLUTION OF THE VILLAGE COUNCIL OF BAL HARBOUR VILLAGE, NIIAMI-DADE COUNTY, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR FISCAL YEAR 2011/2012; PROVIDING FOR AN EFFECTIVE DATE. The following ordinance was read by title, by Mrs. Horvath: AN ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR ALL VILLAGE FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2011, AND ENDING SEPTEMBER 30, 2012; APPROPRIATING REVENUES AND Bat Harbour Village Council Meeting Minutes — Second Budget Hearing 09/20/2011 1 OTHER FUNDS; AUTHORIZING EXPENDITURES; AND ESTABLISHING AN E1 ECTIVE DATE. A motion was offered by Assistant Mayor Blachar and seconded by Councilman Packer to approve the Resolution. A motion was offered by Assistant Mayor Blachar and seconded by Councilman Sanz to approve the Ordinances Mayor Rosenfield opened the public hearing.. Dina Cellini, 211 Bal Cross Drive, suggested using the medical insurance savings ($96,000.00), and Park/Recreation Department budget ($162,000.00) by moving it to the Tourism Department, to save some of the jobs that would be eliminated in the Public Works Department. Ms. Cellini questioned why the Police Department didn't wait to hire the most recent officers, until after the expiration of the collective bargaining agreement. Ms. Cellini was disappointment that the Council wasn't able to balance the budget, without creating a separate assessment for solid waste. She discussed the increase in professional services consulting fees. Assistant Mayor Blachar explained. that it wasn't the Council's intention to let go . of employees and clarified that the Village Public Works employees werebeing let go, due to the landscaping services in the gated area being privatized, per the recommendation of the Gated Residential Section Area Committee. She added that the Village didn't have any work for those Public Works employees and creating work would involve costing the taxpayers more money, which wasn't the intention of the Council. Mayor Rosenfieldagreed with Assistant Mayor Blachar. She clarified that the Village was in the process of the police negotiations. Mr. Treppeda clarified that the Village was waiting for the results of pension studies, to continue the negotiations. Mayor Rosenfield noted that Ms. Cellini's comments would be considered. There being no additional comments, Mayor Rosenfield closed the public hearing. The motion carried (4-0) with the vote as follows: MayorRosenfieldves; Assistant Mayor Blachar ves; Councilwoman Cohen absent; Councilman Packer ves; Councilman Sanz ves; thus becoming Resolution No. 2011-745. RESOLUTION/PUBLIC HEARING: The following resolution was read by title, by Mrs. Horvath: A RESOLUTION OF BAL HARBOUR VILLAGE, FLORIDA, ADOPTING AN ASSESSMENT ROLL, FOR FISCAL YEAR 2011/2012, FOR THE SECURITY AND Bal Harbour Village. Council Meeting Minutes — Second Budget Hearing 09/20/2011 2 LANDSCAPE PROGRAM SPECIAL ASSESSMENT AREA; PROVIDING FOR AN EFFECTIVE DATE. A motion was offered bvAssistantMavorBlachar and seconded by Councilman Sanz to approve. the Resolution. Mayor Rosenfield opened the public hearing. Dina Cellini, 211 Bat Cross Drive, questioned if the additional charge for palm trees to the Brickman contract was for thepalms in the gated area, or also included the palms in the park area outside of the gated area. Mr. Treppeda explained that was for the palms located in the 10-foot areas, in front of the houses, and didn't include anything outside of the gated area. There being no additional comments, Mayor Rosenfield closed the public hearing. The motion carried (4-0) with the vote as follows: Mayor Rosenfield ves; Assistant Mayor Blachar ves; Councilwoman Cohen absent; Councilman Packer ves; Councilman Sanz ves; thus becominz Resolution No. 2011-746. 8. ADJOURN: There being no further business to come before the Council, .a motion was offered bvAssistantMavorBlachar and seconded by Councilman Packer to adjourn.
