MINUTES
Board of Commissioners Monthly Workshop
February 27, 2001 - 7:30 p.m.
Town Barn
The Hillsborough Town Board held a Monthly Workshop on February 27, 2001 at 7:30 PM in the
Hillsborough Town Barn. Present for the Workshop were Mayor Horace H. Johnson, Sf.,
Commissioners Kenneth Chavious, Frances Dancy, Evelyn Lloyd, Mark Sheridan, and Brian Lowen.
Staff present were Town Manager Eric Peterson, Planning Director Margaret Hauth, and Town Engineer
Keel.
1. Open the Workshop
Mayor Horace H. Johnson, Sf. called the meeting to order at 7:30 PM.
2. Agenda Changes & Agenda Approval
By consensus, the Board add a discussion of the Town Clock as Item 8.B.
3. Updates from Mayor & Board Members on Key Committees/Issues
. Mayor Horace Johnson presented the Flag of Nepal from the Special Olympics Team.
4. HOT TOPIC: Discussion of the Proposed "Hampton Point" Development
The Board discussed the process for approval of the Hampton Point Development.
5. Discussion of larger Street Signs for the Downtown Hillsborough Area on Churton Street
The Board agreed this item should be addressed in the upcoming Streetscape Proposal and Feasibility
Study.
6. Discussion of Creating a Town Flag
After some discussion and by consensus, the Board decided to combine this Item with Item 7.
7. Discussion of Hills borough's 250th Birthday
By consensus, the Board agreed to involve the Tourism Board and request they have a 250th Birthday Flag
contest in celebration of the 250th Birthday ofthe Town. The Board directed the Town Manager to write
a letter to the Tourism Board with copies to the Chamber of Commerce and the Alliance for Historic
Hillsborough enlisting their assistance.
. 8. A. Discuss Activity on the Schools & Land Use Committee

By consensus, the Board directed the Manager to have the Town Attorney discuss the Schools and Land
. Use Ordinance at the March Board Workshop.
ADDED ITEM B. Discussion of the Town Clock
Mr. Tom Magnuson addressed the Board to share his concerns about the condition of the clock. Mr.
Magnuson recommended the Board hire a horologist from Minnesota to inspect and disassemble the clock
within the week. The Board agreed by consensus that additional research must be performed before
repairs are made to the clock. The Board directed Commissioner Sheridan and the Town Manager to
discuss this subject further with Mr. Magnuson for the purpose of bringing a recommendation back to the
Board at a later date.

9. CONSENT AGENDA ITEMS (The Manager will provide an explanation and answer questions for
each of these items before the Board considers a vote)
A. Consider Approving bid to Purchase a I-Arm Garbage Truck)
B. Consider Approval of Amendment #1 to the Engineering contract for the Water Treatment Plant
Upgrade (Please see Attachment from W K Dickson that provides an itemized cost breakdown of
the additional costs associated with the amendment).
C. Consider Approving a New Job Description, Job Title, and Salary Grade to the Current public
Works Director Position (the Title Change is to Public Works Director/Assistant Town Manager
and changes the Salary Grade from 18 to 23, a copy of the new job description and pay grades
are attached)
D. Consider Appointing Wesley Woods as the Chamber of commerce Representative to the Tourism
Board
E. Consider Approving a Letter of Agreement with Robert S. Segal for N.C. Sales/Use Tax
Reallocation Collection (Please see Attachment)
Upon a motion by Commissioner Sheridan, seconded by Commissioner Lowen, the Board moved to
approve the Consent Agenda as presented by a vote of 5-0. The motion was declared passed. A copy of
the I-Arm Garbage Truck bid tabulation, the Public Works Director/Assistant Town Manager job
description, and the revised Allocation of Positions to Salary Grade table are hereby made a part of these
minutes as Attachments.
10. Other
There were no other items discussed.
11. Adjourn
Upon a motion by Commissioner Sheridan, seconded by Commissioner Lowen, the Board moved to
adjourn at approximately 9:45 PM.

aASS TITLE: Public Works Director/Assistant Town Manager
PURPOSE OF CLASS: Under general direction, performs responsible supervisory and administrative work in
directing the Town's streets, sanitation, and building and lawn maintenance program; performs related work as
required.
PRIMARY TASKS: (Anyone position may not include all of the tasks listed, nor do the examples necessarily
include all of the tasks performed.)
· Plans, organizes and directs the work of refuse collection crews serving business and residential
establishments throughout the Town.
· Schedules, supervises and directs the trash, limb and leaf collection program.
· Supervises and directs the Town's container program,
. Plans methods of operation, checks progress of work and resolves special problems.
. Receives, investigates and responds to customers complaints and inquiries.
· Determines equipment and supply needs.
. · Prepares and administers the sanitation budget.
· Prepares reports on work activities, operations and other matters.
· Formulates and supervises inmate work program.
· Oversees maintenance and remodeling of Town buildings and lawn care.
· Explains sanitation policies to residents, business and commercial establishments.
· Plans and studies new methods, equipment and operating practices.
. Interviews and recommends, for employment, street and sanitation personnel and evaluates subordinates
performance, under the guidance of the Town's personnel policy.
. Plans, organizes and directs the various street functions, activities and personnel.
. Formulates daily street projects and priorities in consultation with the Town Engineer/Public Utilities
Director.
. Supervises and coordinates the maintenance, repair and construction of new and existing paved streets,
gravel roads, ditches and rights-of-way.

Supervises the building of storm drains, the repair of equipment, the operation of heavy equipment, tree
trimming and cutting functions, the maintenance of traffic control and street signs, snow removal
functions, and maintenance of the Town cemeteries.
. Receives, investigates, and responds to citizen complaints and expressed public needs.
. Prepares and monitors operating and capital budget for the Public Works Department. Identifies
program and capital objectives, estimates costs, and maintains control of expenditures.
. Plans and directs safety programs for assigned personnel.
. Writing and reviewing specifications for bids on equipment and contracted services.
. Directing Public Works Department staff in response to storms and other emergency management
incidents.
. Assigned supervision responsibility over other Town departments and key service areas/functions.
. Represents the Town at various meetings and functions pertaining to all operations.
. Serves as the Acting Town Manager in the absence of the Town Manager.
.. Reviewing work plans.
. Performs special projects as required.
. Assists other departments.
. Performs other duties as required.
EQUIPMENT OPERATED: Vehicle, calculator, computer, and other equipment as required.
REPORTING RELATIONSHIP: This position reports to the Town Manager.
WORKING CONDITIONS: Position requires occasional field work, the ability to perform physical activities
such as walking, stooping, crouching, pushing, pulling, lifting, verbal communication and a medium level of
physical requirements; incumbent is exposed to both inside and outside environmental conditions, though
primarily working in an office-type environment.
QUALIFICATIONS OF CLASS:
Education: Graduation from an accredited high school, with a minimum of an Associates Degree (or
equivalent), and preferably graduation from an accredited college or university.
Experience: Considerable experience in supervision, management, local government/municipal operations,
~perience in policy analysis, budgeting, team building, conflict management, familiarity with the concepts and
~ciples associated with public personnel law, and experience making public presentations.

Knowledge of modern principles, practices and techniques of public works operations.
Thorough knowledge of sanitation equipment operation and maintenance.
Thorough knowledge of the street system and layout of the Town.
Thorough knowledge of occupational safety hazards and appropriate precautions.
Thorough knowledge of municipal sanitation practices.
Thorough knowledge of state and federal laws and regulations governing solid waste disposal.
Good knowledge of supervisory techniques.
Ability to plan, schedule and distribute work effectively among labor and equipment operating personnel.
Ability to establish and maintain effective public relations.
Ability to motivate employees.
Ability to analyze work operations to achieve maximum efficiency.
. Ability to maintain accurate records and prepare reports.
Excellent writing, communication, and listening skills,
Ability to deal tactfully yet firmly with the general public.
Ability to establish and maintain effective working relationships with subordinates, other Town employees,
and the public.
Knowledge of general laws, ordinances, and policies regarding personnel, budgeting, and general town
operations.
Advanced knowledge of computer operations, such as word processing, spreadsheets, and presentation
programs.
Ability to handle stressful situations and operate effectively in emergency situations.
Broad knowledge of municipal operations allowing the employee to serve as the Acting Town Manager in
the absence of the Town Manager.
Special Requirements: Possession of or ability to obtain an appropriate valid North Carolina driver's
