Storm Drainage Policy
1. The City of Richmond uses the following stormwater design policies for the protection of
human and natural resources.
2. If an adequate storm sewer outlet exists, all developments will have in-place stormwater
structures capable of collecting the stormwater runoff from a post-development ten year
storm. This collection system shall be connected to the existing storm sewer system.
3. Where adequate storm sewers do not exist, all new developments must detain stormwater
on their respective properties. The storage volume required is that to control the post-
development 100-year storm. The outlet structure from the detention area will discharge
no more flow than the pre-development ten-year storm. The outlet structure will consist
of a pre-developed 2-year storm outlet to retain the lower flows of the 2 to 10 year storm
in the staged detention area.
4. When changes of the site drainage are insignificant to the total watershed or the adjoining
property, these requirements may be waived.
5. The design method used in runoff computations shall be the Rational Method, SCS TR-
55 Method, or other City approved procedures.
6. Copies of the runoff calculations and site plan, certified by a Professional Engineer or
Land Surveyor, must be provided to the RSD Engineer.
7. Any site adjacent to the A.F. Scott Ditch, Quigg Ditch, or the O’Brien Ditch shall be
reviewed by the Wayne County Drainage Board prior to approval. Areas within the two-
mile fringe shall be reviewed by Wayne County prior to review.
8. Prior to beginning construction a tap permit will be obtained from the Richmond Sanitary
District when connecting to an existing system.
9. As Built Plans shall be required for each project requiring a stormwater drainage plan.
10. All submittals will include an electronic (PDF & AutoCAD format) copy and a minimum
of two hard copies.
11. Prior to the issuance of a Certificate of Occupancy by the Building Inspector, a
representative from the RSD Engineer’s office will review the as built project on-site.
