SEPTEMBER 17,2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 17, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns, Deputy City Clerk;
Sarah Mitchell; Denise Retz, Park and Recreation Superintendent; Greg Stiens, Director of Public
Works and Engineering; Kate Kotan, Community Development Coordinator; Fire Chief Jerry
Purcell; Beth Fields, Director of Infrastructure and Development; and, Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of September 10, 2020, supported by Mr. Evans. Upon
a vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for September 18, 2020 in the amount of
Three Hundred Forty Seven Thousand Nine Hundred Twenty Three Dollars and sixty cents .
($347,923.60), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

• STABILIZATION AND PRESERVATION OF THE FORMER CSX PROPERTY

Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
CONTRACTS
• CONTRACT NO. 105-2020—MILESTONE CONTRACTORS,L.P.
They are to supply all materials, labor and equipment for the constructing .the Wayne
County Heritage Trail Project.
Not to exceed $226,000.00
Ms. Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 106-2020—RECREATION INSIGHTS, LLC
They are to provide services to furnish, assemble, locate, and install sails at the Jack Elstro
Plaza.
Not to exceed $39,820.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 109-2020—ALPHA DEMOLITION,INC
They will perform services in connection with the demolition and removal of certain unsafe
structures located in the City for the Blight Elimination Project.Not to exceed$33,639.00.
Those properties are as follows:

610 North 9th Street

• CONTRACT NO. 110-2020 — JEANNE-MARIE "JAMIE" MUDD DBA
WATERSHED WAYS
They will provide consulting and professional services in connection with staff
development and training for the Department of Infrastructure and Development.

• ADDENDUM NO. 3 TO CONTRACT NO. 153-2019—MAZE DESIGN,INC
This is for reimbursement to the contractor for printing of plans and specifications for the
new P.E. metal building located at the Izzy Edelman Training Facility for the Fire
Department.
Not to exceed$1,832.00
Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
