AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE
STELLAR COMMUNITIES GRANT PROGRAM
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any
documents necessary to receive money from the state or federal government or
any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The City of Richmond recognizes the need to stimulate growth and complete
community development projects to address various needs such as housing,
beautification, infrastructure, street and roadwork, streetscape and lighting,
community centers, and revitalization projects, economic development and other
quality of life projects to benefit its citizens;
WHEREAS, The City of Richmond has been named as one of the seven (7) finalist
communities that is eligible to receive a competitive grant from the Indiana Stellar
Communities Program which is a collaboration between the Indiana Department
of Transportation (INDOT), Office of Community and Rural Affairs (OCRA),
and Indiana Housing and Community Development Authority (IHCDA); and
WHEREAS, The City of Richmond is requesting grant funding to complete improvements to
the center city including housing improvements, facade improvements, street
scape improvements and recreational/park improvements; and
WHEREAS, Local match will be required and will be provided from one or more of the
following sources: Community and Economic Development Revolving Loan
Fund, EDIT Fund, Redevelopment Commission, Park Bond Proceeds, Urban
Enterprise Association, as well as local private investment.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, by the Mayor and the Richmond Department of Metropolitan
Development, has submitted or will submit, as authorized by IC 36-1-4-10, a grant application
for the Stellar Communities Grant Program in an amount up to Twelve Million Five Hundred
Thousand Dollars and zero cents ($12,500,000.00).
2. The City of Richmond Department of Metropolitan Development is authorized to
accept said grant funding in an amount up to Twelve Million Five Hundred Dollars and Zero
Cents ($12,500,000.00) from the Stellar Communities Grant Program.
4. A local match of up to 20% is being committed, depending on the program in which
projects are funded, and will come from one or more of the following sources: Community and
Economic Development Revolving Loan Fund, EDIT Fund, Redevelopment Commission, Park
Bond Proceeds, Urban Enterprise Association, as well as local private investment.
Passed and adopted this 2nd day of April, 2012, by the Common Council of the City of
Richmond, Indiana.
