PROCEEDINGS OF A REGULAR MEETING

THE CITY OF RICHMOND,INDIANA,
SEPTEMBER 8,2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting
September 8, 2020 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOSS
President Oler called the meeting to order and the following business was conducted
ROLL CALL •
Present were Councilors Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke,
Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Absent was Doug Goss.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy controller; Ray and Sharon
Ontko; Andrew Hoover; Denise Retz and Caleb Smith, Parks and Recreation; Walt
Chidester, Attorney for the Sanitary District; Police Chief Mike Britt; Fire Chief Jerry
Purcell; Jim Bumbalough; Leighann Hahn, Sanitary District; Beth Fields, Infrastructure
and Development; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held August 17,
2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
Councilor Turner moved to approve the Memorandum of meetings of the Committee of
the Whole on August 25, 2020,August 26, 2020 and September 2, 2020, supported by
Councilor Locke. Upon a vote viva voce,the motion carried.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 52, 53,55, 56&57-
2020 on first reading by title only, supported by Councilor Locke. Upon a vote viva voce,
the motion carried.
ORDINANCE NO. 52-2020 — AN APPROPRIATION (TRANSFER) ORDINANCE
AMENDING THE 2020 BUDGET(Clerk/Council)
The Clerk read Ordinance No. 52-2020 on first reading by title only.
Ordinance No. 52-2020 was referred to the Finance Committee for due diligence.
ORDINANCE NO. 53-2020 — A GENERAL ORDINANCE ESTABLISIING NEW
CARD OR CREDIT CARD SERVICE CHARGE PROCEDURES PURSUANT TO
INDIANA CODE 36-1-8 AND REPEALING AND RESCINDING PRIOR ORDINANCE
NO. 27-2012

ORDINANCE NO. 56-2020 —A SPECIAL ORDINANCE CREATING NEW FUNDS
TO BE KNOWN AS IMPROVEMENT FUNDS FOR THE RICHMOND SANITARY
DISTRICT
The Clerk read Ordinance No. 56-2020 on first reading by title only.
Ordinance No. 56-2020 was referred to the Finance Committee for due diligence.
ORDINANCE NO. 57-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
RECYCLING MARKET DEVELOPMENT PROGRAM
The Clerk read Ordinance No. 57-2020 on first reading by title only.
If awarded,this grant would allow the Sanitary District to expand the recycling program to
include cardboard.
Ordinance No. 57-2020 was referred to the Finance Committee for due diligence.
ORDINANCES ON SECOND READING
ORDINANCE NO. 51-2020—A GENERAL ORDINANCE AMENDING CHAPTER
95.11:ALCOHOLIC BEVERAGES ON CITY OF RICHMOND PARK PROPERTY
The Clerk read Ordinance No. 51-2020 on second reading by title only.
This Ordinance would allow beer and/or wine to be sold for consumption by a licensed
individual or entity caterer under a State of Indiana Temporary Beer/Wine permit at a
special event which would be held at the Starr Gennett facility,the Rose Garden
Reception Lawn and adding the Jack Elstro Plaza, Middlefork Reservoir, Glenn Miller
Golf Course Clubhouse and the Charles House. All costs and insurance would be borne
by the petitioner—not the Park Department.All additional venues and requirements have
been approved by the Park Board.
President Oler declared Ordinance No. 51-2020 on public hearing. Speaking in favor
were Connie Ropp, Sweet Blessings Bakery;Andrew Hoover; and Ray Ontko,
Shakespeare Festival. Speaking against was Jim Bumbalough.
Ordinance No. 51-2020 was again referred to the Public Safety Committee for additional
due diligence. Councilor Cruse-Nicholson was not in favor of tabling.

CALL FOR ADJOURNMENT
There being no further business,on a motion duly made,seconded and passed,the meeting
was adjourned.
