HomeMy Public PortalAbout09-21-2020 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, SEPTEMBER 21,2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting September 21, 2020 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CRUSE-NICHOLSON President Oler called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Kelley Cruse-Nicholson, Bill Engle, Jeffrey Locke, Jane Bumbalough,Ron Oler and Larry Parker. Absent were Councilors Doug Goss,Jeff Cappa and Gary Turner. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Sharry Hemmingway,Payroll;Ian Vanness,City Planner;Fire Chief Jerry Purcell;Imani Murphy, Human Resources;Denise Retz,Parks and Recreation;Pat Smoker,Interim Director of the Sanitary District; Walt Chidester; Beth Fields, Infrastructure and Development; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held September 8, 2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • It was an honor to bring Private First Class Louis Weisehan, Jr. home. He was a WWII Veteran who died in 1943 and remained unidentified for 77 years and finally brought back to Richmond for his funeral. He had a hero's.welcome. • There are paddle boats at Middlefork Reservoir. • Further review of community events. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • HUMAN RESOURCES — IMANI MURPHY — Reviewed the activities of the HR Department. • URBAN ENTERPRISE ASSOCIATION BOARD APPOINTMENT -Names to be considered are Beth Newton, Zone Business Representative and Ardene Schoeffler, Zone Resident Representative. This item was held to,allow time for additional due diligence. MISCELLANEOUS BUSINESS ORDINANCE NO.24-2020—AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 41-2019 KNOWN AS THE 2020 SALARY ORDINANCE Councilor Locke moved to strike, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 45, 46, 47,48, 49, 50, 58, 59, 60 & 61-2020 on first reading by title only, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 45-2020—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2021 BUDGET The Clerk read Ordinance No. 45-2020 on first reading by title only. President Oler declared Ordinance No. 52-2020 on public hearing. There being no comments for or against,Councilor Parker moved for engrossment,supported by Councilor Engle. The Finance Committee recommended approval. President Oler declared Ordinance No. 53-2020 on public hearing. The Finance Committee recommended approval. President Oler declared Ordinance No. 55-2020 on public hearing. The Finance Committee recommended approval. President Oler declared Ordinance No. 57-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by_Councilor Engle. Upon a vote viva voce,the motion carried. Councilor Parker called for a vote.
