HomeMy Public PortalAboutJFOCM 2023-01-12 RECORD OF PROCEEDINGS JOINT FACILITIES OVERSIGHT COMMITTEE MEETING January 12, 2023 Attendees: Winter Park Ranch: Dan Carroll, Melinda McWilliams and Ryan Weier Town of Fraser: Mayor Philip Vandernail, Parnell Quinn and Eileen Waldow Grand County #1: Art Ferrari Others Present: Jim Fox, Buff Borras, Gene Riordan, Ed Cannon, Joe Fuqua, Becky Allison, Rob Clemens, Shanel Conibere, Monica Kopf, Paul Johnson, Jane Mather and Karl Hanlon Roll call was taken and the meeting was called to order by Mayor Philip Vandernail at 3:06pm. There was no quorum, so no action was taken regarding the 1/12/2023 agenda, the minutes of 11/7/2022, and the minutes of 8/11/2022. Solar PB System Update: Presented by Joe Fuqua. The project is already approved but behind because of COVID. The cost has gone up around $36,000. The total original cost was $414,000, new is $445,000. We have capital credits from Mountain Parks Electric. The managers all think i on board. No vote was made. Industrial Sampling and Flow Monitoring Project 2022: Presented by Jim Fox. Per the report the breweries and distilleries are discharging higher that residential. Cannon asked what next steps would be. The opinion from legal is to NOT sell taps to any new brewery and distillery businesses. Ferrari asked how we would protect ourselves from new use on existing buildings. Riordan shared an EQR spreadsheet on the breweries and distilleries, with flows, daily loading, and calculated additional EQRs needed would be 1122. Per the JFOC agreement on the EQR schedule for JFF, and EQR equals a max daily load of 270 gallons and 0.6 of BODs. Each district should re-evaluate the impact of the discharge if it is exceeding the equivalent of a single family residence. The plant was designed for domestic strength wastewater. Our current unsold EQRs are 2529. Cannon recommends a follow-up meeting in February; Jacobs should have a draft report soon. The JFOC needs to look at administrative controls. Weier asked if a consultant could come in and work with each of the breweries and distilleries. McWilliams said in the report Direct Discharge says to create best management practices specific to each brewery and distillery. Should the JFOC hire a consultant for that? Riordan said the JFOC should not be at the front on this; we need to tell the breweries and distilleries they have a problem and they need to fix it. It was discussed that Town of Fraser and Grand County #1 should reach out to the breweries and distilleries in their district. The districts should add a No Discharge rule and enforce current rules in their respective rules and regulations. Hanlson said we should audit actual use and then make changes. McWilliams said the managers Cannon said we could do additional sampling to see if grease traps or restaurant waste are contributing to the problem. Pretreatment filtration systems to capture the solids may be Joint Facilities Oversight Committee Meeting January 12, 2023 necessary. Riordan asked if the districts would offer grants to the breweries and distilleries to implement pretreatment systems, and Weier asked who would inspect the systems when complete. Carroll said the districts also need access to verify the equipment is working properly.
