Applicants are encouraged to consider co -locating or collocating proposed structures on utility
poles operated by Richmond Power and Light. The following guidelines listed are for use by applicants and
the City administration, and may be reviewed by the City's Board of Public Works and Safety as necessary. The
City shall retain its own official file copies and any originals or copies submitted by applicants. Sworn statements
provided by applicants as a part of any submitted packets would include factual information, details, and
statements as outlined below.

Application
GUIDELINES FOR DOCUMENTS TO BE SUBMITTED BY APPLICANT:
❑ Final construction plans showing, among other things, total height of the proposed structure as measured
from grade;
❑ Considering the state statute height cap of the greater of fifty (50) feet measured from grade or ten (10)
feet above the tallest utility pole located within five hundred (500) feet of the proposed site, submission
may include documentation showing total height of nearest utility pole as measured from grade;
❑ Map showing right-of-way boundaries with dimensions;
❑ Map showing coordinates of proposed location;
❑ Confirmation of local jurisdiction of proposed. site;
❑ Confirmation indicating proposed structure is able to be installed without interference or damage to other
existing utilities or private infrastructure (811 or 1-800-382-5544);
❑ Stamped engineering certification showing how proposed structure is designed to collapse. Consider:
a. Wind load;
b. Ice load;
C. Vehicle impact; and
d. Structural failure.
❑ Map or documents showing other above -ground obstructions within proposed area or adjacent to
proposed site;
❑ Map and photographs showing location of proposed structure within right-of-way area, including
confirmation proposed structure will not block the sidewalk and will not block roadway line -of -sight
clearances;
❑ Documents evidencing proposed structure's material and durability. Consider:
a. Anodized Aluminum material or similar durable equivalent;
b. Corrosion -resistant and non-ferrous; and
C. Coating as necessary to otherwise protect against discoloration.
❑ . Performance bond protecting against inadequately performed installation (IC 8-1-2-101(b));
❑ Maintenance bond with automatic renewal protecting against potential future abandonment of installed
structure (IC 8-1-32.3 26(b)('n);
❑ Bonds must survive bankruptcy, mergers, consolidations, dissolution, disinterest (abandonment);
❑ Documents evidencing anticipated time in which construction is estimated to commence, considering City
may require construction to commence not later than two (2) years after the date the permit is granted;
and
❑ Sworn statements as necessary prior to any review by the Board of Public Works and Safety (see below).
GUIDELINES FOR ADDITIONAL SAFETY CONSIDERATIONS:
❑ Equipment and network components supporting applicant's services/infrastructure;
❑ Nature of connection to the power supply;
❑ Electrical inspection and permits to be obtained prior to connection of power supply;
❑ Proper and functioning meters provided by or cleared by RP&L/power-supply provider;
❑ Emergency shut-off switches in the event power connection is compromised;
❑ Applicants would consider all applicable laws and regulations facilities would be required to comply with
including, but not limited to, National Electrical Safety Code ("NESC") standards, Occupational Safety
and Health Administration ("OSHA") standards, and Federal Communications Commission ("FCC")
standards.

CONSIDERATIONS FOR ALTERNATE LOCATIONS, CO -LOCATION. OR COLLOCATION:
❑ Existing utility pole located within fifty (50) feet of proposed site;
❑ Existing support structures located near the proposed site;
CONSIDERATIONS FOR EXCAVATION AND/OR ZONING COMPLIANCE:
❑ Is the proposed site located completely within the City's right-of-way or will it encroach onto adjacent
property;
❑ What measures have been taken by applicant's company to comply with City's zoning requirements, if
applicable;
❑ See Indiana Code 8-1-32.3-20;
❑ See Indiana Code 36-7-4-1 et seq.;
❑ See City's Unified Development Ordinance (Variance of Use standards, Telecommunication Facility
standards, and/or Utility standards) on City's website and contact City Zoning for variance application
fees;
❑ Voluntary landscaping standards, while maintaining accessibility;
❑ Additional consultation with Public Works and Engineering if applicable to consider need for Right -of -
Way Excavation Permit, see Richmond City Code Section 96.10 for schedule of fees, and see permit
application on City's website.
GUIDELINES FOR SWORN STATEMENTS TO BE CONSIDERED PRIOR TO REVIEW BY CITY OF
RICHMOND BOARD OF PUBLIC WORKS AND SAFETY:
❑ Explain the capacity in which applicant provides wireless communication services and infrastructure;
❑ Explain why applicant's company is unable to collate and/or co -locate on a nearby utility pole;
❑ Explain why applicant's company is unable to locate underground at the proposed site (residential);
❑ Set forth the name of the individuals within applicant's company who chose the proposed site;
❑ Submit evidence supporting the choice of the site relied upon by applicant's company;
❑ Submit evidence relied upon by applicant's company in connection with why collocation and/or co -
location on an existing utility pole or existing wireless support structure is not a viable option. Consider:
a. Coverage;
b. Capacity;
C. Technical feasibility; and
d. Economic burden.
❑ Submit zoning variance outcomes, if applicable (see IC 8-1-32.3-20 and IC 36-7-4-918.4);
❑ Submit City Planner feedback, if applicable;
❑ Explain any voluntary landscaping standards agreed upon, if applicable;
❑ Submit RP&L feedback, if applicable.
ADDITIONAL INFORMATION
The City will take up to ten (10) business days as permitted by Indiana Code to determine if application or
documentation is complete and City will e-mail .the applicant confirmation of completion or will e-mail the
applicant the list of all defects before the ten-day period is concluded.

Applicant may cure any application defects within fifteen (15) calendar days of being notified by City of all
defects. Applicant may notify the City of additional time which applicant may need to cure the defects
beyond the fifteen days set forth herein.
Once the application is either complete, or submitted with cured defects, the application will be reviewed by
the Director of Public Works and Engineering for recommendation to the Board of Public Works and Safety
("Board"). The application will be submitted by the Director to the Board within approximately three (3)
weeks along with the Director's written recommendation. The Board may table and consider the
recommendation for no more than three (3) weeks. The approximate forty-five (45) day timeframe in which
the Director and the Board are to consider the completed application are in place so as to allow time for the
City administration, by and through its Division of Public Works and Safety and/or by and through its Law
Department as necessary, to issue any final recommendations which may be considered.
Notwithstanding the above, the City shall take no longer than sixty (60) total calendar days as permitted by
Indiana Code, calculated from the date the application is deemed complete. The final determination of the
City, by and through its Board of Public Works and Safety, shall be entered onto the record at a regular or
special public meeting of the Board with the determination to be stated and set forth in the minutes of the
Board.
