Mayor Vandernail called the meeting to order at 7:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro -Tem Eileen Waldow; Trustees; Brian
Cerkvenik, Kaydee Fisher, Lewis Gregory, and Parnell Quinn
2. Approval of Agenda:
Trustee Cerkvenik moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 6-0.
3. Consent Agenda:
a) Minutes April 19, 2023
Trustee Quinn moved, and Trustee Waldow seconded the motion to approve the
consent agenda. Motion carried: 6-0.
4. Open Forum:

5. Proclamation Annual Professional Municipal Clerks Week
6. Discussion and Possible Action:
a) Resolution 2023-05-01 Contract with Raftelis for Water and Wastewater Rate
Study
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to approve
Resolution 2023-05-01 Contract with Raftelis for Water and Wastewater Rate Study
Motion carried: 6-0.

b) Resolution 2023-05-02 Construction and Inspections Agreement with
Merrick
Trustee Gregory moved, and Trustee Waldow seconded the motion to approve
Resolution 2023-05-02 Construction and Inspections Agreement with Merrick Motion
carried: 6-0. Trustee Quinn requested the total bill at the end of 2023.
c) Ordinance No. 498 Amending Chapter 13 Article 2 Regarding Water Meters
Trustee Cerkvenik moved, and Trustee Gregory seconded the motion to approve
Ordinance No. 498 Amending Chapter 13 Article 2 Regarding Water Meters with the
amended change, retaining the struck through sentence “Maintenance and repair of
water meters shall be performed by the Town” further discussion to include “or a
licensed plumbing contractor” seconded by Gregory. Motion carried: 6-0.
Sec 13-2-310 – Water Meters.
(b) All water meter assemblies shall be of a type, size and design as set forth
in Chapter 14, Design Criteria and Construction Standards, as adopted by the Board of
Trustees. Maintenance and repair of water me ters shall be performed by the Town or
a licensed plumbing contractor.” Any costs associated with neglect, abuse or
tampering of the water meter assembly shall be the responsibility of the property owner
and shall be added to other water service fees.
d) Joint Facilities Oversight Committee Agenda Review
The Board agreed with the proposed agenda.
e) Mountain Parks Electric Director Election
Roll call vote:
Philip Archer, one vote Trustee Gregory
Joe Smyth, two votes Trustees Waldow and Cerkvenik
Christine Larkin, no votes
Ryan Zorn, three votes Trustees Fisher, Quinn and Vandernail
Ryan Zorn was the winner and received the vote for the Town of Fraser ballot regarding
the Mountain Parks Electric Director Election
7. Updates
a) Trustee Cerkvenik, State Advisory Transit Committee
b) Town Manger Brack, CDOT will be working on HWY 40 next week.
8. Adjourn:
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 7:43 p.m.
