PROCEEDINGS OF A REGULAR MEETING

The Common Council of the City of Richmond,Indiana met in a Regular Meeting,October
5,2020 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR ENGLE
President Oler called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,
Jane Bumbalough,Ron Oler and Larry Parker. Absent was Kelley Cruse-Nicholson.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Sharry
Hemmingway, Payroll; Ian Vanness, City Planner; Fire Chief Jerry Purcell; Denise Retz,
Parks and Recreation; Pat Smoker, Interim Director of the Sanitary District; Leighann
Hahn, Sanitary District, Pre-Treatment; Allison Zajdel, Environmental Sustainability
Commission; Randy Baker, Richmond Power and Light; Greg Stiens, Director of Public
Works and Engineering; Beth Fields,Infrastructure and Development; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held September
21, 2020, supported by Councilor Bumbalough.Upon a vote viva voce,the motion
carried.

COMMUNICATION FROM THE MAYOR
• Reviewed the community calendar
• Leaf collection will begin October 19 and end on December 11
• Ground breaking for the Fire Department training center was October 5
• The Park Department received the Governor's award for environmental excellence

• Governor Holcomb will attend the dedication of the Phillips Tube facility on
October 6. This is the first for Phillips in Indiana.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the September 17&24,2020 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
• URBAN ENTERPRISE ASSOCIATION BOARD APPOINTMENTS—Beth
Newton has agreed to serve as Zone Business Representative; and,Ardene
Schoeffler Zone Resident Representative. Upon a vote viva voce,both were
unanimously confirmed.
• ENVIRONMENTAL SUSTAINABILITY COMMISSION—Allison Zajdel
reviewed the initiative for the City to work with the Environmental Sustainability
Commission in becoming a solar friendly community.
Councilor Cappa moved that the City of Richmond agree to the commitment to
become a SolSmart designated community and work to improve solar market
conditions, supported by Councilor Engle. Upon a vote viva voce,the motion
carried.
MISCELLANEOUS BUSINESS
• Ricky Lane,representing DAK Americas,presented the mission of DAK. This
facility will be the largest producer and recycler of PET in the Americas. DAK
will occupy space at 1561 NW 11t' Street.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 62, 63 & 64-2020
on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the

ORDINANCE NO. 62-2020—AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA PUBLIC EMPLOYERS PLAN(RSD)

THE INDIANA DEPARTMENT OF TRANSPORTATION(Industries Road)

ORDINANCES ON SECOND READING
AMENDED ORDINANCE NO.36-2020—A GENERAL ORDINANCE AMENDING
CHAPTER 154:UNIFIED DEVELOPMENT ORDINANCE
The Clerk read Ordinance No. 36-2020 on second reading by title only.
President Oler declared Ordinance No. 36-2020 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Engle. Upon a vote viva voce,the motion carried.
Councilor Parker called for a vote, supported by Councilor Locke.
Ordinance No. 36-2020 was adopted with a 6-2 roll call vote. Dissenting were Councilors
Turner and Bumbalough.
ORDINANCE NO. 45-2020—AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2021 BUDGET
The Clerk read Ordinance No. 45-2020 on second reading by title only.
President Oler declared Ordinance No. 45-2020 on public hearing. There being no
comments for or against, Councilor Locke moved for engrossment. The motion failed for
lack of a second.
