HomeMy Public PortalAbout062-2020 - Grant - Indiana Public Employers PlanCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 62-2020 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE INDIANA PUBLIC EMPLOYERS' PLAN WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The Indiana Public Employers' Plan ("IPEP") has grant funding available through its 2021 Safety Grant Program; and WHEREAS, The City of Richmond Sanitary District desires to submit a grant application to obtain funds from the Indiana Public Employers' Plan's (IPEP) 2021 IPEP Safety Grant Program Application that will be used to procure funding for safety projects, safety training and various items of safety equipment. A copy of said 2021 .IPEP Safety Grant Program Application is attached hereto and incorporated herein with this Ordinance as Exhibit "A". These projects include, but shall not be limited to, Upgrade to Levee Around Wastewater Treatment, Grating and Railing in Digester Tunnel, De -Rating (MH4 & CO2) Digester Complex Space, Confined Space Training, Facility -wide Security Cameras, Life Preserver Boxes, Snow Removal Equipment, Ice Mitigation Application Equipment, Laboratory Contaminant Spill Clean Up Kits, Traffic Safety Personal Protective and Hi Vis Clothing, Hazard/Emergency/Road Safety Vehicle Lighting and Traffic Control Items and AED Batteries; and WHEREAS, The Richmond Sanitary District's Board of Directors has authorized its staff to apply.for said grant, subject to approval of the Common Council of the City of Richmond; and WHEREAS, A local match is required by the City of Richmond Sanitary District of up to twenty percent (20%) of the total price of items or programs in the City of Richmond Sanitary District's 2021 IPEP Safety Grant Program Application of $1,913,250, in an amount of up to Three Hundred Eighty Two Thousand Six Hundred Fifty Dollars and zero cents ($382,650.00), and said amount has been authorized to be provided through Richmond Sanitary Department funds. However, the. maximum 2021 IPEP Safety Grant Program will award any applicant is eighty percent (80%) of the total amount applied for. The maximum amount the Richmond Sanitary District could be awarded by IPEP is $1,530,600.00. NOW, THEREFORE, be it ordained and approved by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond, Indiana, in accordance with IC 36-1-4-10, has submitted or will submit a grant application to the Indiana Public Employers' Plan ("IPEP") for its 2021 IPEP Safety Grant Program. r AL Ordinance No. 62-2020 Page 2 2. The City of Richmond, by and through its Richmond Sanitary Department, is authorized to accept said grant funding in an amount of up to One Million Five Hundred Thirty Thousand Six Hundred Fifty Dollars and Zero Cents ($1,530,600.00), of which amount the City of Richmond, through its Richmond Sanitary District, shall match an amount not to exceed twenty percent (20%) of the total amount of the Richmond Sanitary District's grant application of $1,913,250.00, or an amount not to exceed Three Hundred Eighty -Two Thousand Six Hundred Fifty Dollars and zero cents ($382,650.00). 3. Said grant funding shall be used to initiate various safety projects, safety training and items of safety equipment and associated training for the Richmond Sanitary District, all as set forth in attached Exhibit "A".
