HomeMy Public PortalAbout2014-10 Authorizing the purchase of forty 40 GlockRESOLUTION NO. 2014-10 A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AUTHORIZING THE EXPENDITURE OF AN AMOUNT NOT TO EXCEED $8,609.00 FROM THE FEDERAL ASSET SHARING ACCOUNT FOR THE PURCHASE OF FORTY (40) .40cal GLOCK SEMI AUTOMATIC PISTOLS MODEL 22GEN4 WITH NIGHT SIGHTS, THREE MAGAZINES EACH AND APPROPRIATE RETENTION DUTY HOLSTERS FROM LOU'S POLICE DISTRIBUTORS, INC.; AND PROVIDING FOR EFFECTIVE DATE. WHEREAS, as a result of the Police Department's deep concern for the safety of its officers and citizens and visitors of the Village, the Police Department has equipped itself with the safest and most effective weapons available; and WHEREAS, it has been determined that the Sig Sauer firearm that is presently issued to officers, because of its finish, is prone to premature damage due to the proximity to salt water; and WHEREAS, the Glock pistol is made of trademarked polymer materials that are not prone to salt water damage; and WHEREAS, the Glock pistol's magazines will carry fifteen (15) rounds, while the Sig Sauer's carry 12 rounds; and WHEREAS, the Glock pistol has twenty-one (21) less moving parts than the Sig Sauer, thereby making it less prone to malfunction; and WHEREAS, as a result of this switch, the trigger pull will be a pound lighter, thereby enhancing accuracy by giving the shooter less time to make mistakes; and WHEREAS, the Glock's safe -action trigger system, makes it less likely to have an accidental discharge; and WHEREAS, the Glock pistols will be a more viable investment to the Police Department while providing a higher level of officer and citizen safety; and WHEREAS, this expenditure is an officer safety purchase, which was not included in the Police Department's operating budget costs/police equipment line item; and WHEREAS, the Police Department has in excess of $166,000.00 in the Federal Asset Sharing Account; and WHEREAS, these monies are the result of seized assets from joint investigations between the Police Department and Federal Law Enforcement Agencies; not from tax revenue; and WHEREAS, since this expenditure is from said forfeited properties, this Police Department need may be satisfied at no cost to our residents; and WHEREAS, the Village Manager attests he has obtained quotes from three reputable dealers and Lou's Police Distributors, Inc. has tendered the lowest bid; and WHEREAS, the Village Manager has recommended to purchase this equipment using funds from the Federal Asset Sharing Fund; and WHEREAS, costs for "Weapons and Protective Gear" is an authorized expenditure of the Federal Equitable Sharing Agreement and Certification; and WHEREAS, the Village Manager has recommended adoption of this Resolution and determined that the proposed expenditure complies with Federal Equitable Sharing Agreement and Certification. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF KEY BISCAYNE, FLORIDA AS FOLLOWS: 2 Section 1. Recitals Adopted: That each of the recitals stated above are hereby adopted and confirmed. Section 2. Purchase Authorized. That the Village Manager is hereby authorized to purchase the forty (40) Glock .40 caliber semi -automatic pistols model 22Gen4, with night sights and three magazines each as well as forty (40) Safariland Rentention holsters for a total expenditure not to exceed $8,609.00 from Lou's Police Distributors, Inc. The funds for this purchase will come from the Federal Asset Sharing Account. Section 3. adoption.
