MINUTES
Board of Commissioners Monthly Workshop
March 26, 2001-7:30 p.m.
Town Barn
The Hillsborough Town Board held a MontWy Workshop on March 26, 2001 at 7:30 PM in the
Hillsborough Town Barn. Present for the Workshop were Mayor Horace H. Johnson, Sr.,
Commissioners Kenneth Chavious, Frances Dancy, Evelyn Lloyd, and Mark Sheridan. Commissioner
Brian Lowen monitored the meeting via of conference phone call ( but was not eligible to vote). Staff
present were Town Manager Eric Peterson, Planning Director Margaret Hauth, Town Engineer Keel and
Town Attorney Bob Hornik.
1. Open the Workshop
Mayor Horace H. Johnson, Sr. called the meeting to order at 7:30 PM.
2. Agenda Changes & Agenda Approval
By consensus, the Board approved the Agenda as presented.
. 3. Updates from Mayor & Board Members on Key Committees/Issues
. 4. HOT TOPIC #1: Discussion of Adequate Public Facilities Ordinance
Town Attorney Bob Hornik provided a review ofthe Public Facilities Ordinance.
5. HOT TOPIC #2: Discussion of the Proposed "Hampton Point" and Other Developments.
After some discussion and upon a motion by Commissioner Dancy, seconded by Commissioner Lloyd to
authorize the Town Manager to execute a contract of up to $10,000 plus expenses with Karnes Research
Company to produce an analysis to determine how much retail development Hillsborough can sustain by
a vote of 4-0. The motion is declared passed.
6. Consider Approval of a Resolution Supporting Extended Area Phone Service (BAS) from
Hillsborough to Durham
Upon a motion by Commissioner Sheridan, seconded by Commissioner Chavious, the Board moved to
approve a Resolution Supporting Extended Area Phone Service from Hillsborough to Durham as
presented by a vote of 4-0. The motion was declared passed. A copy of the Resolution is hereby made a
part of these Minutes as an Attachment.
7. Consider Amendments to Chapter 14 (Utilities) of the Town Code
. The Board reviewed amendments to Chapter 14 of the Town Code. Commissioner Sheridan suggested
that the Ordinance be more specific as to who is responsible for illegal water meter tampering and/or
straight piping. Action on this Item was deferred until the April 9th Board Meeting.

8. Update on Fairview Community Policing Station
. Town Manager Eric Peterson updated the Board on the status of the Fairview Community Policing
Station.
9. Other
The Developers of the Hampton Pointe Shopping Center reported a project update to the Town Board and
presented a petition showing support of their project. A copy of the petition is hereby made a part of
these Minutes as an Attachment.
10. Adjourn
Upon a motion by Commissioner Lloyd, seconded by Commissioner Dancy, the Board moved to adjourn
at approximately 9:15 PM.

RESOLUTION SUPPORTING EAS (EXTENDED AREA PHONE SERVICE)
FROM HILLSBOROUGH TO THE DURHAM PHONE EXCHANGES
WHEREAS, The City of Durham is the close eastern neighbor of Hillsborough; and
WHEREAS, Durham is the closest large city to Hillsborough, therefore Durham is the location
for employment and many critical services for Hillsborough residents; and
WHEREAS, there are many citizens, many of whom are elderly and/or low-to-moderate income
families, who must go to Durham for medical services, and
.
WHEREAS, Durham is currently a long-distance call for Hillsborough residents and that
provision of EAS phone service between Durham and Hillsborough will help provide a cost
effective method of increasing telephone access between these two neighboring communities.
NOW, THEREFORE LET IT BE RESOLVED by the Mayor and Board of Commissioners that
the Town of Hillsborough supports the effort to provide EAS phone service between Durham
and Hillsborough.

Center have been securing names on the enclosed petitions, which
were dropped off at our office today.
I wanted to deliver them to you in hopes that you would make them
available to the Town Commissioners at the workshop meeting tonight.
These signatures as well as the previous ones submitted total 678
citizens.

We the tax paying citizens of HlIIsborough and the surrounding communities are very interested in seeing the
Hampton Polnte Development come to pass, along with Irs home-center and other major retailers.
This town is in need of the tax base and jobs this development would create~ We would all prefer to shop
locally and stimulate our own economy Instead of continuing to have to drive to Durham and stimulate theirs. We
would also like to see It approved in its present fonn instead of having conditions placed on it that could possibly
render it unfeasIble. We are all tired of the tax burden that has come with beIng a bedroom community for RTP
and surrounding areas.
