Reiman, Thursday, June 19, 2014, at 6:00 P.M., Council Chambers, Memorial June 19, 2014 Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote The Following Were Noted Present: FaL CAJL Councilmember Vincent Bellino " Randy Krum " Joseph W. Sitarz Noted Absent was Councilmembers Diaz, DiMascio and Council President Naples. Also noted present was Kathleen M. Barney, Municipal Clerk and Robert J. Bergen, Law Director. The meeting was opened with a Minute of Silent Prayer and the went Prayer/Pl�e of Pledge of Allegiance led by Mayor Daniel J. Notice was published in The Home News Tribune on January 8, 2014 and in the Star Ledger on January 9, 2014. 1 J[%\IE 19, 2014 NUNUIFS FOR Upon MMS &C by Councilmembers Bellino and Sitarz and APIA unanimous affirmative vote of the three (3) Councilmembers present, the Minutes of June 5, 2014, were approved, transcribed and engrossed by the Clerk. (DVFNMCNS COMMENDATIONS: Fire Prevention Poster Contest Winners. Fire Prevention Poster Contest Wixiners Mayor Reiman said we are happy to acknowledge the winners of our art competition of the Fire Prevention Poster Contest, with the various public schools in the town, which were Minue School, Nathan Hale and the Middle School. He explained this is something that the Fire Department has been doing for the last few years and it is a great opportunity to interact with the children and get them involved and for them to meet the firefighters and to learn about some of the fire equipment and apparatus. He said in addition to the commendations that will be given to the first, second and third place winners we have checks for each of them in each school. The first place winners will receive One hundred (100) dollar and a ride to school on the fire truck with their family. The second place winners will receive fifty (50) dollars and the third place winners will receive twenty five (25) dollars. SWEARING IN: Volunteer Firefighters 9ffi%W IN- Vc1unteer Fire Fighters Mayor Reiman asked Chief Hruska and Fire Commissioner Krum to come forward for the swearing in of the volunteer firefighters. It was duly published in The Home News Tribune on June 10, 2014 with notice that it will be considered for final passage after Public Hearing to be held on June 19, 2014 at approximately 6:00. P.M. The Ordinance was posted on the Bulletin Board and according to law she read the Ordinance by title. M J E 19, 2014 Ordirance #14 -13 Cont: Upon MMS &C by Councilmembers Sitarz and Krum and Public Hmrirg unanimous affirmative vote of the three (3) Councilmembers present, the Mayor declared the Public Hearing to be Open. Kevin Urban questioned what kind of money are they looking for. Kevin thin Mayor Reiman said there is no money. He said looking at the Mayor Reirnm ordinance, this is the agreement with 50 Bryla Urban Renewal which is a subsidiary of the Hampshire Fund, a Wall Street Investment Group that bought the Bryla property. They brought on JP Morgan Chase, an international bank, as a fifty (50) percent equity partner and said because of that we have to designate the new entity 50 Bryla Hampshire Fund VIII Urban Renewal, LLC, so it is just a designation in a change of name. There being no further comments or objections to the Ordinance, Hmrirg Closed the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the three (3) Councilmembers present. Upon MMS &C by Councilmembers Sitarz and Bellino ORDINANCE #14 -13 "ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, AMENDING ORDIINANCE NO. 14 -2 ADOPTED ON JANUARY 23, 2014" was finally Adopted. San Nieves Sam Nieves from 24A Washington Avenue spoke. He said a tenant moved out of the building and left garbage and there are roaches and mice. He said he asked for a exterminator to be contacted and also mentioned there is an odor and the washer and dryer do not work. He explained he went in the apartment on the 20` and the 27` and nothing had been done. Mayor Reiman told Mr. Nieves that it is a public housing entity. Mr. Nieves said he went to the Health Department and the inspection was never done and mentioned that the mother is a health inspector. Mayor Reiman corrected Mr. Nieves in saying that there is no relation to any Health Inspector there. He said we will reach out to the property owner who is the Housing Authority. He said in regard to that he personally spoke with the Housing Development Corporation's Director and Maintenance Director and there was a court issue and an eviction and so it took a while for them to get inside the property to take possession. He said they now have possession and they will take proper action against the former tenant and in the meantime they are doing what they can to get it cleaned up and back on the rental. 0 JU E 1% 2014 Mr. Nieves said they were there last year about the heating leaking and he went on to make many complaints about the apartment. Mayor Reiman explained that the Fire Department can check on the carbon monoxide detector and he asked Mr. Nieves if he had ever addressed any of the complaints with the CHADCO Meeting or the Housing Authority Board or had gone to any of the meetings. Mr. Nieves said he had complained last year but he had never gone to the meetings. San Nieves Cont: Mayor Reiman informed Mr. Nieves that they are the entity that Nayor Reinrni oversees the housing and they have a monthly meeting that is open to the public and the tenants, but he will certainly schedule a meeting with him and the maintenance director. He said the Clerk will take his information. Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the three (3) Councilmembers present, the public portion was closed. He reported we just received a federal grant for $32,000.00 for Fire Fighter Health and Wellness. Progress. PARKS, RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported normal day operations and continued progress in the department.
