OCTOBER 22, 2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 22, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
- ROLL CALL
Board members present were: Vicki Robinson and Emily Palmer. Absent was Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Tracy Bose11, Street Commissioner; Greg Stiens, Director of Public Works and Engineering; Fire
Chief Jerry Purcell; Sarah Mitchell; Aydon Stevens; and, Media.
APPROVAL OF MINUTES
The minutes were not ready at this time.
CLAIMS FOR PAYMENT
Ms. Palmer moved to approve the Claims for Payment for October 23, 2020 in the amount of Four
Hundred Forty Three Thousand Four Hundred Seventy Dollars and seventeen cents($443,470.17),
supported by Ms. Robinson. Upon a vote viva voce,the motion carried.
PAYROLL CLAIMS FOR PAYMENT .
Ms. Palmer moved to approve the Payroll Claims for Payment for October 23, 2020 in the amount of
Seven Hundred Fourteen Thousand Five Hundred Three Dollars and twenty four cents ($714,503.24),
supported by Ms. Robinson. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 100-2020—WAYNE TOWNSHIP,WAYNE COUNTY
This is for the Richmond Fire Department to provide them with Fire Protection for the
period of January 1, 2021 to December 31, 2021 in the amount of $850,307.00 to be
received in quarterly payments.

Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
CHANGE ORDERS -None
ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO.210-2019 —CINTAS
This is for an additional employee uniform for an added employee. The amount is $205.92
making the total amount of the contract for the 2020 calendar not to exceed $2,673.84.
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• ADDENDUM NO. 1 TO NO. 109-2020—ALPHA DEMOLITION, INC
This addendum allows for asbestos abatement to be completed for the final round of the
Blight Elimination Project for properties, 404 South 12th Street and 77 NW"H" Street that
are in the original contract.
Not to exceed $7,462.50
Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.

MISCELLANEOUS
• THE ACCEPTANCE OF COMPLETED INSPECTIONS OF CONTRACT NO. 148-
2014—STELLAR STREETS PROJECT
Ms. Palmer moved to accept, supported by Ms. Robinson. Upon a vote viva voce, the
motion carried.
• NEW HIRING LIST FOR RICHMOND FIRE DEPARTMENT

Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the
