HomeMy Public PortalAbout10-08-2020 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, OCTOBER 8,2020 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, October 8, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana:_ CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney;Monica Burns,Deputy City Clerk; Lieutenant Donnie Benedict; Beth Fields, Director of Infrastructure and Development; Fire Chief Jerry Purcell; Jim Dykes,Assistant Park's Superintendent; Kara Messler, Purchasing; and,Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of October 1, 2020, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for October 9, 2020 in the amount of One Hundred Sixty Five Thousand One Hundred Eighty Nine Dollars and sixty three cents ($165,189.63), supported by Ms. Evans. Upon a vote viva yoce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for October 9, 2020 in the amount of Eight Hundred Twenty Four Thousand Seven Hundred Sixty Six Dollars and ninety one cents ($824,766.91), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION-None • REQUESTS • HANDICAP SIGN RENEWAL 407 North 17th Street Board of Works Minutes October 8,2020 Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • STREET CLOSURES E Street Pub Customer Appreciation Day On Friday, October 9, 2020 they are requesting to close Elm Place between North 8th and North 9th Streets from Noon to 11:45 p.m. Mr. Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion carried. Mr. Evans moved to approve a Noise Variance for the Event, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. Richmond Parks &Recreation Veteran's Parade On Saturday, November 7, 2020 they are requesting to close 12th Street from South "A" Street to North "A" Street starting at 10:00 a.m. for the lineup of the parade. East Main Street from 13th Street to North 3`d Street with the parade starting at 12:00 p.m. Ms:Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. BID OPENINGS •- COVID19 GRANT FOR ADA UPGRADES FOR THE RICHMOND CITY BUILDING The Bids are as follows: Whisenhunt Constructions—Basic - $69,600.00 —Alternate - $93,800.00 Pridemark-Basic - $61,400.00—Alternate - $85,000.00 Lakoff Construction—Basic - $87,000.00—Alternate - $87,000.00 Smarrelli General Contractors—Basic - $108,000.00—Alternate - $90,000.00 Arcacon Builders—Basic - $72,500.00—Alternate - $93,000.00 CONTRACTS • CONTRACT NO. 121-2020 — EQUITY VENTURES, LLC D/B/A GRELLA PARTNERSHIP STRATEGIES They will provide professional services including consulting, support and assistance with the development of a project proposal in connection with CARES Act grant funding available through the Economic Development Administration("EDA"). Board of Works Minutes October 8, 2020 Not to exceed $15,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 122-2020—BENJAMIN SIMMONS He will provide specialized instruction services and assistance to the Fire Department in connection with classroom training and instruction to civilians for Emergency Medical Technician ("EMT"), Cardiopulmonary Resuscitation ("CPR"), Pediatric Advance Life Support("PALS"), and Advanced Cardiac Life Support ("ACLS") training. Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 124-2020—THOR CONSTRUCTION . They are to provide services the Stabilization and Preservation of the former CSX Property. Not to exceed$43,000.00 Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion carried. President Robinson had the Board to take a ten minutes recess giving time for evaluations of the bids that had been submitted to be awarded. • President Robinson reconvened the meeting. The following business was discussed. BID AWARDS • COVID19 GRANT FOR ADA UPGRADES FOR THE RICHMOND CITY BUILDING "Assistant City Attorney, Kim Vessels, read portions of Indiana Code provisions into the record: Indiana Code 36-1-12-4 (b)(9) sets forth that if the board awards the contract to a bidder other than the lowest bidder,the board must state in the minutes or memoranda, at the time the award is made,the factors used to determine which bidder is the lowest responsible and responsive bidder and to justify the award. The board shall keep a copy of the minutes or memoranda available for public inspection. Indiana Code 36-1-12-4(b)(11) sets forth that in determining whether a bidder is a responsible bidder, the board may consider the following factors: (A) The ability and capacity of the bidder to perform the work. (B) The integrity, character, and reputation of the bidder. (C) The competence and experience of the bidder. Board of Works Minutes October 8, 2020 Infrastructure and Development Director, Beth Fields, stated that the apparent lowest bidder, Pridemark Construction, had been unable to meet previous deadlines for a recent project for the City. The recommendation is to award the bid to Whisenhunt Construction, Inc. in the amount of$158,400.00 as the lowest responsible and responsive bidder. Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion carried. "Assistant City Attorney, Kim Vessels, confirmed that in accordance with Richmond City Code bid protest procedures there is a seven-day timeframe in which an appeal can be made in writing to the City Law Department for an appeal to be considered by the City Controller."
