HomeMy Public PortalAbout10-15-2020 THE BOARD OF PUBLIC WORKS AND SAFETY OF • THE CITY OF RICHMOND,INDIANA, OCTOBER 15, 2020 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, October 15, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street,Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. .Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance Violations Specialist Clerk; Derek Hill, Code Enforcement; John Lackey, Code Enforcement; Jerry Purcell, Fire Chief; Mike Britt, Chief of Police; Beth Fields, Director of Infrastructure & Development; Greg Stiens, Director of Engineering; Sean Dickson, RP&L, Marilyn Kliste, Verizon; Leonard Strickland, Verizon; Mike Emery, Palladium-Item; and Media. APPROVAL OF.MINUTES Ms. Palmer moved to approve the minutes of October 8, 2020 supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment in the amount of One Hundred Sixty Eight Thousand Four Hundred Fifty One Dollars and twenty six cents ($168,451.26), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT - none PAYROLL CLAIMS FOR PAYMENT FOR PENSION- none REQUESTS - none BID OPENINGS • NEW PARK SHELTER -Thor Construction—$63,900.00. -Bid is under advisement. Board of Works Minutes October 15, 2020 BID AWARDS • NEW AMBULANCE -The bid is awarded to Penn Care Inc. -Not to exceed$184,931.00. Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion carried. CONTRACTS • CONTRACT NO. 118-2020—FRANKLIN COUNTY EMS Franklin County Emergency Medical services was added to the list of organizations recognizing Richmond Fire Department's EMS division as a pre-hospital clinical experience. Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 126-2020 —MIKESELL EXCAVATING, INC. -Approved demolition of(8) unsafe properties. -Not to exceed$24,700.00. Ms.Palmer moved to approve, supported by Mr.Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 127-2020 —COX EXCAVATING PLUS,LLC -Demolition completed and restored at 1014 Butler Street. -Not to exceed$1,500.00. Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion carried. • CONTRACT NO. 129-2020—WHISENHUNT CONSTRUCTION -City Building restrooms and doors are to be renovated/updated in response to COVID-19 through the CARES Act. - Beth Fields, Director of the Department of Infrastructure and Development for the City and Kim Vessels, Assistant City Attorney for the City, provided information to the Board as follows with respect to the award of the Contract to Whisenhunt Construction: The Board of Works Minutes October 15,2020 project is funded with federal CARES Act funding for response to the COVID 19 pandemic. This project must be completed, with payment made to the contractor and a claim voucher submitted to the Indiana Finance Authority no later than December 31, 2020. Due to the COVID 19 pandemic, lead times for project products are ranging from six (6) to eight (8) weeks. Delaying the award of this contract, delays the ordering of materials, which could cause the City to not meet the December 31, 2020 deadline, causing us to lose the federal funds being used to pay for this project. At that time the City would be responsible for covering the cost of the project out of local funds. The award is consistent with Richmond City Code provisions to protect against delays and to protect the substantial interest of the City of Richmond. Ms. Palmer moved to approve,supported by Mr.Evans. Upon a vote viva voce,the motion carried. • CONTRACT NO. 130-2020—JOHN JONES AUTOMOTIVE -Approved to purchase a 2020 K9 Unit Durango -Not to exceed $ 30,663.00 Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. • CONTRACT NO. 131-2020 THROUGH CONTRACT NO. 137-2020—VERIZON Approved the installation of small cell phone facilities in (7) different locations. Facilities will help maintain the capacity and coverage of existing 4G system. CONTRACT NO. 131-2020 —EARLHAM COLLEGE EAST Ms.Palmer moved to approve,supported by Mr. Evans. Upon a vote viva voce,the motion carried. CONTRACT NO. 132-2020 -EARLHAM COLLEGE NORTH Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion carried. CONTRACT NO. 133-2020 —EARLHAM COLLEGE SOUTH 1 Ms.Palmer moved to approve, supported by Mr.Evans. CONTRACT NO. 136-2020—RICHMOND HS NORTH Mr.'Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion carried. CONTRACT NO. 137-2020—RICHMOND HS SOUTH Ms.Palmer moved to approve,supported by Mr.Evans. Upon a vote viva voce,the motion carried.
