HomeMy Public PortalAbout10-19-2020 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, OCTOBER 19,2020 The Common Council of the City of Richmond,Indiana met in a Regular Meeting,October 19, 2020 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA Mayor Snow paid tribute to Sue Roberson,Former Human Resources Director for the City and community activist. Ms. Roberson passed away October 17, 2020. President Oler called the meeting to order and the following business was conducted. ROLL CALL 0 Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate' Council; Karen Chasteen, City Clerk;`Emily Palmer, Controller; Sharry Hemmingway, Payroll; Fire Chief Jerry Purcell; Pat Smoker, Interim Director of the Sanitary District; Police Chief Mike Britt; Suzanne Bias, Mayor's Office Coordinator; Beth Fields, Infrastructure and Development; and, Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held October 5, 2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR'COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Fact finding with Amalgamated Transit Workers will begin soon. Representing the City are Rob Tidrow and Sherri Lynn Johnson. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the meetings October 1 & 8,2020 were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • ENVIRONMENTAL SUSTAINABILITY COMMITTEE—Allison Zajdel was nominated to continue serving on the Board. This decision was held until the November 2,2020 meeting to allow time for additional nominations. • INFRASTRUCTURE AND DEVELOPMENT — Beth Fields reviewed the activities of this department. She noted the Opportunity Zone prospectus is complete. MISCELLANEOUS BUSINESS Councilor Cruse-Nicholson moved to strike Ordinance No. 44-2020 at the request of the petitioner, supported by Councilor Locke. Upon a vote viva voce,the motion carried. ORDINANCES ON FIRST READING None ORDINANCES ON SECOND READING ORDINANCE NO.45-2020—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2021 BUDGET The Clerk read Ordinance No.45-2020 on second reading by title only. The Finance Committee recommended approval. President O1er declared Ordinance No. 45-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Locke.Upon a vote viva voce,the motion carried. ORDINANCE NO.46-2020—AN APPROPRIATION ORDINANCE FIXING THE ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2021 The Clerk read Ordinance No. 46-2020 on second reading by title only. The Finance Committee recommended approval. President O1er declared Ordinance No. 46-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Engle.Upon a vote viva voce,the motion carried. Councilor Locke called for the question, supported by Cruse-Nicholson. Ordinance No. 46-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO.47-2020—AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2021 SALARY ORDINANCE The Clerk read Ordinance No. 47-2020 on second reading by title only. The Finance Committee recommended approval. President O1er declared Ordinance No. 47-2020 on public hearing. There.being no comments for or against,Councilor Cappa moved for engrossment,supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. Councilor Locke called for the question, supported by Engle. Ordinance No. 47-2020 was adopted with a 9-0 roll call vote. ORDINANCE NO.48-2020—AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS The Clerk read Ordinance No. 48-2020 on second reading by title only. The Finance Committee recommended approval. President Oler declared Ordinance No. 48-2020-on public hearing. There being no comments for or against,Councilor Locke moved for engrossment,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 49-2020—AN APPROPRIATION ORDINANCE TO BE KNOWN. AS THE SANITARY DISTRICT 2021 SALARY ORDINANCE The Clerk read Ordinance No. 49-2020 on second reading by title only. The Finance Committee recommended approval. President O1er declared Ordinance No. 49-2020 on public hearing. There being no comments for or against,Councilor Cappa moved for engrossment,supported by Councilor Locke. Upon a vote viva voce,the motion carried. Councilor Turner called for the question, supported by Locke. Ordinance No.49-2020 was adopted with a 9-0 roll.call vote. ORDINANCE NO.50-2020—AN ORDINANCE AUTHORIZING THE ANNUAL COMPENSATION AND BENEFITS OFRICHMOND FIREFIGHTERS The Clerk read Ordinance No. 50-2020 on second reading by title only. The Finance Committee recommended approval. President Oler declared Ordinance No. 50-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Cappa.Upon a vote viva voce,the motion carried. AMENDED ORDINANCE NO. 59 — 2020 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (DAK —real estate) The Clerk read Ordinance No. 59-2020 on second reading by title only. The Tax Abatement Committee recommended approval. AMENDED ORDINANCE NO. 60 — 2020 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1.1-12.1 (DAK —manufacturing equipment) The Clerk read Ordinance No. 60-2020 on second reading by title only. The Tax Abatement Committee recommended approval. At the request of the petitioner,Councilor Turner moved to amend Paragraph 6 under WHEREAS and NOW, THEREFORE,to read must be completed within 36 months . . ., supported by Councilor Locke. The Tax Abatement Committee recommended approval. ORDINANCE.NO. 62-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA PUBLIC EMPLOYERS PLAN(RSD) The Clerk read Ordinance No. 62-2020 on second reading by title only. The Finance Committee recommended approval. President Oler declared Ordinance No. 62-2020 on public hearing. There being no comments for or against,Councilor Cappa moved for engrossment,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. ORDINANCE NO. 63-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION(Industries Road) The Clerk read Ordinance No. 63-2020 on second reading by title only. The Finance Committee recommended approval. President Oler declared Ordinance No. 63-2020 on public hearing. There being no comments for or against, Councilor Cruse-Nicholson moved for engrossment, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried.
