Park Street, McCall ID '� DEVELOPMENT Legion Hall / Conference Call COMMITTEE MEETING— Began at 5:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Cynthia Dittmer(via video), Craig Vroom (via phone), Dawn Matus (via video), Dallas Young (via phone), Susan Farber(via video) and Nellie Bowman (via video)were present. Also, in attendance were Delta James, Economic Development Planner and Bill Flood, Consultant (via video). • MINUTES APPROVAL [ACTION ITEM] Dallas moved, Karla seconded a motion to approve the minutes from the January 25, 2021 as submitted. All members voted"aye"and the motion passed. • MCCALL PUBLIC ART PLAN [ACTION ITEM] Bill Flood reviewed the public comments received on the draft plan. All comments were positive. Bill will incorporate some small revisions, including incorporation of possible Shoshone-Paiute cultural resources contact. Bill will replace one photo within the funding chapter before presenting the plan for adoption by City Council on March 11. Craig moved, Dallas seconded a motion to recommend to City Council approval of the plan. All members voted"aye"and the motion passed. • PUBLIC ART PROJECTS Laidlaw Our Confluence: Staff reported that the project is fully approved for fabrication and installation is expected in late summer 2021. Westover Mill Whistle: Staff reported that the artist is doing final engineering and research on steam boiler options to sound the whistle. The project has received approval from City Council and the Urban Renewal Agency. The community survey to gain suggestions as to when the whistle should be blown has garnered hundreds of responses that staff has yet to compile. MDSD Hometown Arts Bus Shelters: Cynthia presented her design concept proposal for images to be created for five bus shelters in collaboration with the 2nd Grade, Middle School and High School classes. She hopes that the project will be finished by early May for installation before the busy summer season. • NEXT PROJECT SELECTION - LOCAL OPTION TAX FUNDING Staff reported that applications for FY22 Local Option Tax funding will open soon and deadline for funding requests will be the end of April 2021. Staff proposed that the committee request funds for one of the priority projects within the McCall Public Art Plan, a mural in downtown. Staff recommended that, if funding is received for the project, a Request for Qualifications would be issued to procure a professional muralist with the capability to not only create an amazing mural, but also to mentor up to 6 local emerging artists in how to develop a proposal for a mural, design for a large outdoor wall space, and implement the mural in partnership with a private property owner. The preferred location, as described in the Public Art Plan, is the big blank wall on the south wall of the Ice and Events Centre. Dallas will talk to the facilities manager to gauge interest.
