THE BOARD OF PUBLIC WORKS AND SAFETY OF

OCTOBER 29,2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 29, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans joined the meeting
with Zoom.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Greg Stiens,Director of Public Works and Engineering; Major Jon Bales,Major Ally Tonuc; and,
Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of October 15, 2020, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
Ms. Palmer moved to approve the minutes of October 22, 2020, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for October 30, 2020 in the amount of Two
Hundred Seventy One Thousand Two Hundred Twenty Five Dollars and eight seven cents
($271,225.87), supported by Ms. Palmer. Upon a vote viva voce,the motion carried.

BID.OPENINGS
• HEATING FOR STARR GENNETT BUILDING

Those bids are as follows:
Specialized Mechanical gave three different quotes. Those are $7,850.00, $14,575.00 and
$12,900.00
Wallace Heating—Base Bid of$24,58.1.00 and an Alternate bid of$49,000.00.
These bids were will be forwarded to the Park Board.

CONTRACTS
• CONTRACT NO. 128-2020 —ARMSTRONG CLEANERS & SPECIALTY EARTH
SCIENCES, LLC (SE SCIENCES)
This is a site assessment agreement where Armstrong Cleaners needs to conduct subsurface
environmental investigations at the following City-owned properties and Right-Of-Ways
for Two City-owned parking lots. The City will give access to the properties to Specialty
Earth Sciences, LLC (SE Sciences) during this process.
Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 138-2020 —TRAKSTAR
They will furnish licensing and support for Trakstar Employee Performance Evaluation
Software for the 2021, 2022 and 2023 calendar years to be used by the Richmond Police
Department.
Not to exceed $3,618.00 per year.
Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
▪ CONTRACT NO. 139-2020—FLETCHER CHRYSLER DODGE JEEP RAM
This is for the purchase of seven (7) 2021 Dodge Charger Police Pursuit Cars for the
Richmond Police Department.
Not to exceed $192,745.00
This contract was tabled.

MISCELLANEOUS
• ESTABLISHING A NEW HIRING LIST FOR THE RICHMOND FIRE
DEPARTMENT
This is a revision of the list that was approved at the last meeting. Because of a mistake in
calculations that determine the way the candidates rank on the list Camren Munchel was
moved as the first candidate on the list. That list is now as follows:

Tiffany Lay
Shaina Laughlin
Jordan Price
Jonathon Rawlings
Trevor Wise
Trenton Stout
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva.voce,the motion
carried.

After a motion was duly made, the meeting was adjourned.
