A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR
A CERTAIN PARCEL FROM PARKS AND RECREATION (PR) DISTRICT TO LIMITED
COMMERICIAL (LC) DISTRICT
WHEREAS, The Zoning Map designates a certain property, commonly known as 1108 National Road
West (State Parcel ID: 89-18-06-210-404.000-030), legally described as follows, to wit:
1108 National Road West: PT NE 6-13-1 1.752A; PT SW D NE 6-13-1
0.972A
as Parks and Recreation (PR) District, as described on Exhibit A; and
WHEREAS, It is desirable to change the zoning designations to a Limited Commercial (LC) District in
order to develop an office building with attached garage storage building.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the zoning designation for the above described property is changed to Limited Commercial (LC)
District.
Passed and adopted this day of 020, by the Common Council of the

Zoning Map Amendment
1. Pre Application Meeting: Prior to submitting an Application for Rezoning, the applicant shall meet
with the Zoning Administrator to review the current zoning district, the proposed zoning district,
adjacent zoning districts and land uses, applicable ordinance provisions, the application packet, and
the procedure involved
2. A complete application must be filed and fees paid a minimum of 28 days prior to the public meeting
at which it is first to be considered by the Advisory Plan Commission.
3. Submittals require the names and addresses of all known interested parties. Currently interested
parties are defined as any adjacent property regardless if a road, river, railroad, or other physical
barrier exists. This information may be obtained from the Wayne County Auditor's Office.
4. After the submittal has been deemed complete, the Zoning Administrator shall notify all interested
parties of the public hearing by regular US mail a minimum of ten (10) days before the public
hearing.
5. The City of Richmond staff shall also place a sign on the subject parcel notifying the public of a
scheduled hearing.
Site Plan Requirements
Applicable plans, drawings, and descriptions of the use and proposed site shall accompany the application.
The supporting information shall accurately and completely describe the proposed project and need for the
requested zoning amendment, including but not limited to:
1. All existing and proposed structure(s)
2. Elevation of proposed construction, indicating the height of all structure(s)
3. Entire lot dimensions
4. Adjacent street(s)
5. Distances from structure(s) to property lines
6. Distance between structure(s)
7. Labelled property lines
8. Labelled recorded easements
9. All existing and proposed landscaped areas

The Richmond Flan Commission shall assess this application based upon its adherence to Findings
of Fact (per UDO 9.18E):
i. The City of Richmond Comprehensive Plan.
I Current conditions and the character of current structures and uses in each district.
iii. The most desirable use for which the land in each district is adapted.
iv. The conservation of property values throughout the jurisdiction.
v. Responsible development and growth.
The Plan Commission shall certify the amendment to the Official Zoning Map and forward the
application to the Common Council with a favorable recommendation, an unfavorable
recommendation, or no recommendation. The Plan Commission may also recommend commitments
concerning the use and/or development of the land in connection with the Application for Rezoning.
The Common Council makes the final determination regarding an Application for Rezoning and any
recommended commitments by ordinance.

Zoning request for 1108 National Road West, Richmond, IN
Answers to questions on the application:
I. All existing and proposed structures: There is a two story older homestead on the 2.724 acres
parcel.
2. Elevatoin of proposed construction, indicating the height of all structures: The proposed new
office building will have two heights, the front office section that will be 1500 SF will be 8 feet to
the eases. The rear section which will be personal vehicle storage and office storage will be
2-900 SF of area and will be 16' to the eases.
3. Entire Lot dimensions: See the attached site map that gives the lot dimensions from the GIS.
4. Adjacent Streets: see the attached Site Dimensions sheet that shows NW 11s' Street along the
east side of subject parcel and National Road West along the south side of subject parcel.
5. 5. Distances from structures to property lines: The proposed new building will be 20 feet back
from National Road West with the front of the building and the east side of the building by NW
116 Street will be 30 feet back from street See the attached Proposed Building Location
document The building will be 50' x 80' with a 6' porch on the south end and east side of the
office section of the building.
6. Distance between Structures: There will be is over 66 feet distance between this new building
and the home on the site to the west of the proposed new building.
7. Labelled Property lines: See the attached Site Dimension sheet for the labelled property lines.
8. Labelled recorded easements: There are no known recorded easements.
9. All existing and proposed landscaped areas: There will be new landscaping in front of the
building along National Road West with new boxwood bushes and double knock out rose
bushes. There will be a gravel or concrete driveway along the east side of the building for
parking covering an area of 30' x 86',which is the entire length of the building and out to NW
1P Street The rest of the parcel will be in grass. The existing tree line in the fencing will
remain in place.
