HomeMy Public PortalAbout11-05-2020 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND,INDIANA, NOVEMBER 5, 2020 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, November 5, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Emily Palmer and Matt Evans. Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk; Police Chief Mike Britt; Ian Vanness, City Planner; Kara Messler, Purchasing; and, Media. SPECIAL MOTION • Ratification of actions taken at October 29, 2020, meeting held electronically in part. Ms. Palmer moved to approve and ratify the actions taken at the meeting which was held with (1) one member present electronically and (2) two members present in person which occurred on October 29, 2020, supported by Mr. Evans. Upon a vote viva voce, the motion carried. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of October 29, 2020, supported by Mr. Evans. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Mr. Evans moved to approve the Claims for Payment for November 6, 2020 in the amount of Four Hundred Fifty Eight Thousand Eight Hundred Forty One Dollars and forty eight cents ($458,841.48), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT Mr. Evans moved to approve the Payroll Claims for Payment for November 6,2020 in the amount of Eight Hundred Twenty Two Thousand Five Hundred Twenty Three Dollars and no cents ($822,523.00), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT FOR PENSION ' Board of Works Minutes November 5, 2020 Mr. Evans moved to approve the Payroll Claims for Payment For Pension for October 30, 2020 in the amount of Two Hundred Sixty Five Thousand Nine Hundred Eighty Eight Dollars and thirty four cents ($265,988.34), supported by Ms. Palmer. Upon a vote viva voce, the motion carried. REQUESTS BID OPENINGS • REBID FOR NEW SHELTER AT GLEN MILLER PARK . BID AWARDS-None CONTRACTS • CONTRACT NO. 139-2020 - FLETCHER CHRYSLER DODGE JEEP RAM - REVISED This is for the purchase of seven (7) 2021 Black Dodge Chargers and (1) gray Dodge Charger Police Pursuit Cars for the Richmond Police Department. They are$27,535.00 per vehicle. Not to exceed $220,280.00 Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CONTRACT NO. 155-2020 -MOTOROLA SOLUTIONS Wayne County and The City of Richmond currently operate a joint Combined Dispatch and 911 Safety Answering Point. This is an agreement where Motorola will provide Wayne County Emergency Communications with new dispatch consoles and ancillary software. The Richmond Common Council approved an Interlocal Agreement with the County for the upgraded equipment. The City's contribution is $255,000.00 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried. CHANGE ORDERS • CHANGE ORDER NO. 1 TO CONTRACT NO. 129-2020 - WHISENHUNT CONSTRUCTION This for the laminated safety glass and tinting on all doors in the vestibule of the first floor. Not to exceed$3,520.00 Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. • CHANGE ORDER NO. 2 TO CONTRACT NO. 129-2020 - WHISENHUNT CONSTRUCTION This is for shut off valves at lavatory and water fountains throughout the City Building. Not to exceed$1,848.00 Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. ' Board of Works Minutes November 5,2020 • CHANGE ORDER NO. 3 TO CONTRACT NO. 129-2020 — WHISENHUNT CONSTRUCTION This is for two Nabco Door Operators, one for the Hutton Community Room and one for the Council Chambers. Not to exceed $10,752.50 Ms.Palmer moved to approve,supported by Mr.Evans.Upon a vote viva voce,the motion carried. ADDENDUMS • ADDENDUM NO. 1 TO CONTRACT NO.203-2019—COUNTRYSIDE AUTO They provide on-call and as-needed services in connection with repairs to vehicle collision damage for the Police, Street, Sanitation and Park Departments. This addendum extends the contract through 2021 with all terms and conditions the same as the original contract. Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion carried. • ADDENDUM NO. 1 TO CONTRACT NO. 99-2020—MAZE DESIGN This is to increase the scope of the contract for(8) additional restrooms and preparation of bid packet for the COVID19 Building Improvement Project. Not to exceed $6,000.00 Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried. RESOLUTIONS • RESOLUTION NO. 3-2020—ACQUISITION OF SEVERAL PROPERTIES FROM WAYNE COUNTY Those properties are as follows: 1200 East Main Street for $250.00 648 South"J" Street for $250.00 1102 North"F" Street.for$250.00 ' 308, 310 & 358 NW"F" Street for $250.00 Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion carried.
