AMENDING TITLE 11 OF THE CITY CODE, COMPRISING
THE ZONING ORDINANCE OF THE CITY; PROHIBITING
ALL USES WITHIN THE CITY EXCEPT THOSE EXPRESSLY
PERMITTED BY THE ZONING ORDINANCE; REPEALING
AND RE-ENACTING CHAPTERS 2 THROUGH 7 INCLUSIVE
OF SAID TITLE; AMENDING PORTIONS OF CHAPTER 11
OF SAID TITLE; PRESERVING PRIOR ORDINANCE;
ESTABLISHING METHODOLOGY; PROVIDING FOR
SEVERABILITY AND ESTABLISHING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF IONA,
IDAHO THAT:
Section 1. Enactment of Section 11-1-9, Iona City Code. Section 11-1-9 of the
City Code of Iona, Idaho, is hereby enacted as follows:
11-1-9: USES PROHIBITED EXCEPT AS ALLOWED BY THE ZONING
ORDINANCE. All uses of every kind, name or nature of property within the City are
prohibited, except as expressly allowed within a zone established under this Title.
Section 2. Repeal and Re -Enactment of Chapters 2 through 7 inclusive, of
Title 11, Iona City Code. Chapters 1 through 7 inclusive of Title 11 of the City Code of
Iona, Idaho, are hereby repealed in their entirety and re-enacted in the form set forth in
Exhibits "A" through "H" inclusive of this Ordinance.
Section 3. Amendment of Sections 11-11-6 and 11-11-21, Iona City Code.
Sections 11-11-6 and 11-11-21 of the City Code of Iona, Idaho are hereby amended as
follows:
11-11-6: ACCESSORY BUILDINGS:
(A) Accessory buildings shall not be located in any required front yard area or closer to
the street than the front face setback line.
(B) Accessory buildings shall not be located closer than five (5) feet from any side or
rear property line.
(C) All structures under two hundred (200) square feet shall not require a building
permit and shall not be located closer than two (2) feet from any side or rear yard.
Those exceeding two hundred (200) square feet shall require a building permit to
be constructed, with the exception of agricultural buildings in the Agriculture (A)
zone.
11-11-21: MANUFACTURED HOME PLACEMENT: Manufactured homes meeting the
following standards may be sited on single family lots within the City limits. The term
"manufactured home" shall have the same meaning ascribed in Section 39-4105(8), Idaho
Code.
(A) The manufactured home shall be multi -sectional and enclose a space of not less
than one thousand (1,000) square feet.
(B) The manufactured home shall be placed on an excavated and back -filled,
permanent, foundation and enclosed at the perimeter such that the home is located
not more than twelve (12) inches above grade, except when placed on a basement
foundation.
(C) The manufactured home shall have a pitched roof, and shall have a slope of at least
three (3) feet in height for each twelve (12) feet in width.
(D) The manufactured home shall have exterior siding and roofing which in color,
material and appearance is similar to the exterior siding and roofing material
commonly used on residential dwellings within the City or which is comparable to
the predominant materials used on surrounding dwellings as determined by the City
Council.
(E) The manufactured home shall have a garage or carport constructed of like
materials. If the predominant construction in the area is attached or detached
garages then the same can be required.
(F) Additions to a manufactured home shall be of compatible construction using like
materials.
(G) The home, at the time of placement, must meet all City, state, and county building
codes.
(H) Only one (1) manufactured home may be placed on any single lot.
Section 4. Severability. The sections and subsections of this Ordinance are
severable. The invalidity of any section or subsection shall not affect the validity of the
remaining sections or subsections.

Section 5. Methodology. For the purpose of this Ordinance, text that is
underlined means new text added to the former Ordinance or City Code Section, and text
that is stricken through means text that is being deleted from the former Ordinance or Code
Section. Text that is moved from one location in the former Ordinance to another is
similarly shown as underlined text.
Section 6. Preservation of Prior Ordinance. The sections of the City Code
repealed or amended by this Ordinance shall be preserved to the extent necessary to allow
the arrest, prosecution and punishment of any person who violates such provisions prior
to the effective date hereof.
Section 7. Effective Date. This Ordinance shall become effective upon its
passage, execution and publication in the manner provided by law.

Planning and Zoning Meeting: January 9, 2013 at 6:30 p.m.
MAYORS' MESSAGE
When an old man died in the geriatric ward of a nursing home in North Platte, Nebraska, it was believed that he had nothing left
of any value.
Later, when the nurses were going through his meager possessions, they found this poem. Its quality and content so impressed
the staff that copies were made and distributed to every nurse in the hospital. One nurse took her copy to Missouri.
The old man's sole bequest to posterity has since appeared in the Christmas edition of the News Magazine of the St. Louis
Association for Mental Health. A slide presentation has also been made based on his simple, but eloquent, poem.
And this little old man, with nothing left to give to the world, is now the author of this "anonymous" poem winging across the
Internet.
CRABBY OLD MAN
What do you see nurses? What do you see?
What are you thinking when you're looking at me?
A crabby old man not very wise,
Uncertain of habit with faraway eyes?
Who dribbles his food and makes no reply.
When you say in a loud voice "I do wish you'd try!"
Who seems not to notice the things that you do.
And forever is losing A sock or shoe?
Who, resisting or not lets you do as you will,
With bathing and feeding The long day to fill?
Is that what you're thinking? Is that what you see?
Then open your eyes, nurse you're not looking at me.
I'll tell you who I am As I sit here so still,
As I do at your bidding, as I eat at your will.
I'm a small child of Ten....with a father and mother,
Brothers and sisters who love one another.
A young boy of Sixteen with wings on his feet.
Dreaming that soon now a lover he'll meet.
A groom soon at Twenty....my heart gives a leap.
Remembering, the vows that I promised to keep.

At Fifty, once more, babies play round my knee,
Again, we know children My loved one and me.
Dark days are upon me my wife is now dead.
I look at the future shudder with dread.
For my young are all rearing young of their own.
And I think of the years and the love that I've known.
I'm now an old man and nature is cruel.
Tis jest to make old age look like a fool.
The body, it crumbles grace and vigor, depart
There is now a stone....where I once had a heart.
But inside this old carcass a young guy still dwells,
And now and again my battered heart swells.
I remember the joys I remember the pain.
And I'm loving and living life over again.

I'think of the years, all too few gone too fast.
And accept the stark fact that nothing can last.
So open your eyes, people open and see.
Not a crabby old man Look closer see Me!!
As we just celebrated Christmas and our hearts are softened and as we begin a new year remember this poem when the next
time you meet an older person you might brush aside without looking at the young soul within. We will all, one day, be there,
too! Commit to yourself to do some kind of service this next year. It may be holding your tongue, it might be a thank you, it
might be holding a door open for someone, it might be helping your neighbor, church or community. Whatever it be, get involved
and do your part is my wish for the next year.

Two small words that we don't say often enough. This past week I received an unexpected phone call from someone who lives
here in Iona. They called and left a message on my phone to tell me that they could tell I loved Iona and they did too. They
thought I was doing a great job as Mayor and wanted to tell me THANK YOU! I don't hear that very often, but those two words
made me feel wonderful and appreciated. It also made me reflect on how we take things for granted and how we forget to tell
one another THANK YOU. From our spouses cooking dinner, cleaning the house; or our children for doing their chores, staying
out of trouble or doing well in school; or just someone opening the door for you.
I would hope you would reflect on how it makes you feel when someone tells you THANK YOU, like I did and pass it on.
P.S. I saved this message on my phone and when I get down I play it back and it makes it all worth it. THANK YOU!

EVENTS_
"Trunk or Treat" — The 3rd annual Trunk or Treat will be held at the Iona City Building on October 31st (Halloween), starting at
6:00 p.m. The top three best decorated vehicles will be given some nice prizes. The City will provide hot chocolate and donuts,
so come on out and see what your neighbor looks like all dressed up.
"Iona Library 10th Annual Writing Contest" — For ages 3 — 12 and adults. Write an illustrated book for children 3 — 7. Prizes
will be awarded. Pick up entries at the Iona Library or contact Nancy Long at 523-9811 with any questions. Stories must be
submitted no later than November 9, 2012.
"City of Iona Winter Basketball League" — For ages K — 6. Registration November 14, 2012 from 6:00 pm — 8:30 pm at Iona
City Building. Cost is $40 which includes a shirt. Season begins January 5, 2013 with an 8 game schedule on Saturdays at
various District #93 elementary schools. For additional information contact Trent or SueAnn Dabell at 542-2304 or
cityofionasports@hotmail.com.
POLICE REPORT
The City has seen a decrease in burglaries from last summer (20) to this summer (1), a reduction in noise complaints and a
decrease of about 50% in traffic violations. Our Police Chief contributes this to replacement of street lights, park closure from
12:00 am to 5:00 am and patrolling. This is great for our City!
