NOVEMBER 2, 2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting,
November 2, 2020 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR OLER
President Oler called the meeting to order and the following business was conducted.
ROLL CALL
Present were Councilors Doug Goss, Bill Engle, Jeffrey Locke, Gary Turner, Jane
Bumbalough, Ron Oler and Larry Parker. Absent were Board Members Kelley Cruse-
Nicholson and Jeff Cappa.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Traci McGinnis, Deputy Controller; Ian Vanness, City
Planner; Fire Chief Jerry Purcell; Police Chief Mike Britt; Tony Foster and Randy Baker,
Richmond Power and Light; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held October 19,
2020, supported by Councilor Engle. Upon a vote viva voce, the motion carried.

REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the October 15 and 22, 2020 meetings were accepted as presented.

SPECIAL COMMITTEES and/or ORGANIZATIONS
• ENVIRONMENTAL SUSTAINABILITY COMMITTEE—Allison Zajdel
was reappointed to the Board of Directors.
MISCELLANEOUS BUSINESS
• Councilor Locke moved to add Ordinance No. 67-2020 to the agenda, supported
by Councilor Turner. Upon a vote viva voce,the motion carried.
• INTERLOCAL AGREEMENT NO. 147-2020 — AGREEMENT FOR
EMERGENCY COMUNICATIONS DEPARTMENT
• Councilor Turner moved for approval, supported by Councilor Engle. Upon a vote
viva voce,the motion carried.
• Councilor Parker, Representative to the Parks and Recreation Board — Heating,
ventilation and air conditioning work has been approved for the Starr Gennett
Building. The Farmer's Market and other events can be held in this building.
• Councilor Parker, Representative to the Wayne County Economic Development
Corporation, reported a four year contract.with Wayne County has been executed.
The 2021 Budget is ($646,038.42) Six Hundred Forty Six Thousand Thirty Eight
Dollars and forty two cents. A two year contract has also been approved for Valerie
Shafer, Director.
ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 65, 66 & 67-2020
on first reading by title only, supported by Councilor Turner. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 65-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE US ECONOMIC DEVELOPMENT ADMINISTRATION (CARES — Midwest
Industrial Park)
The Clerk read Ordinance No. 65-2020 on first reading by title only.
Ordinance No. 65-2020 was referred to the Finance Committee for due diligence.

ORDINANCE NO. 66-2020—AN APPROPRIATION ORDINANCE AMENDING THE
2020 BUDGET (Police)
The Clerk read Ordinance No. 66-2020 on first reading by title only.
Ordinance No. 66-2020 was referred to the Finance Committee for due diligence.
ORDINANCE NO. 67-2020—A SPECIAL ORDINANCE IMPLEMENTING
PENALTIES FOR VIOLATING EXECUTIVE ORDERS ISSUED PURSUANT TO
LOCAL DISASTER EMERGENCIES
The Clerk read Ordinance No. 67-2020 on first reading by title only.
Councilor Parker moved to amend paragraph 1. . . .or recklessly violates executive order
No. 5-2020 issued by the Principal Executive . . . This motion was supported by
Councilor Locke. Upon a vote viva voce,the motion carried.
Councilor Parker moved to engross, supported by Councilor Locke. The motion failed
with a 5-2 vote viva voce. Dissenting were Councilors Turner and Bumbalough.
Ordinance No. 67-2020 was referred to the Public Safety Committee for due diligence.
ORDINANCES ON SECOND READING
ORDINANCE NO. 64-2020-A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM PARKS AND RECREATION DISTRICT TO
LIMITED COMMERCIAL DISTRICT (1108 National Road West)
The Clerk read Ordinance No. 64-2020 on second reading by title only.
The Plan Commission recommended approval.
President Oler declared Ordinance No. 64-2020 on public hearing. There being no
comments for or against, Parker moved for engrossment, supported by Councilor Locke.
Upon a vote viva voce,the motion carried.
Councilor Goss called for the question, supported by Engle.
Ordinance No. 64-2020 was adopted with a 7-0 roll call vote.

CALL FOR ADJOURNMENT
There being no further business, on a motion duly made,seconded and passed,the meeting
was adjourned.
