NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough �arteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering services related to the Noe Street Ice Rink & Park Concept Plan Development Phase Services in a total amount of $4,750.00 billable in accordance with T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Reiman Borough of Carteret 61 Cooke Avenue Carteret, N.J. 07008 Re: Noe Street Ice Rink & Park Concept Plan Development Dear Mayor Reiman: February 3, 2015 As requested, T &M Associates is pleased to present this scope of services and fee estimate for developing a conceptual plan for the creation of the proposed Noe Street Park and Ice Rink located at the corner of Noe Street and Pershing Avenue. Our team of landscape architects is familiar with the site having prepared the landscape plans for the proposed Noe Street wet pond to be located at this site. We understand the Borough has applied for and received acquisition funding from the NJDEP Green Acres program and as such is seeking to develop a concept plan clearly showing public benefit and use of the proposed site as an extension of the adjacent Civic Center Park. In addition to the proposed wet pond, the Borough desires to create a public ice skating venue and Public Park utilizing the perimeter of the proposed basin as well as adjacent open parcels and the right -of -way belonging to Emerson Street. Alternatively the Borough is also exploring the possible acquisition of the Blanco (Dr. Tamer Behman) property immediately adjacent to the site, from which an easement is currently granted for sanitary and stormwater facilities. In accordance with our November 6, 2014 letter to Cecile Murphy of NJDEP, and correspondence with the Borough our plans will further develop the submitted Green Acres concept plan to include the following features: • open pond with aeration fountains; • native plantings; • perimeter walkway; • decorative period lighting, • pedestrian nodes with benches, • interpretative /educational signage for the plantings and wildlife; • a public access into the pond for seasonal ice skating; • Gazebo; • Fire pit • And an observation platform. We understand it is the Borough's desire to have the wet pond serve as the ice skating rink, In addition, we recommend consideration of a separate, paved area to be used as a rink and we will also explore same herein. Scope of Services TASK 1— Concept plan development Utilizing existing base sheets form our prior work, our team of landscape architects will prepare up to two (2) concept plans showing how the above noted improvements can be fit to the site to achieve the desired objectives. Plans will be created with sufficient detail to convey design intent relative the proposed features. Once the concept(s) are prepared we will meet with the Borough to review and present the various alternatives to determine a preferred alternative. TASK 2 — Cost Estimate Utilizing the preferred alternative, we will prepare a preliminary order of magnitude cost analysis for the proposed alternative and desired amenities. TASK 3 :Atten Meetings and QA /QC T &M will attend one (1) meeting to present our initial concept plans and to keep the Borough informed on the progress of the project. Protect Fees TASK 1: Concept Development TASK 2: Cost Estimate TASK 3: Meetings $ 3,500 $ 750 00 Total $ 4,750 T &M will provide the above -noted services for a not to exceed fee of $4,750. Cost of services for construction documentation, bidding services and construction administration and Inspection services are not included in the above estimate and can be provided later as a separate proposal. We anticipate completion of the concept plans within 30 days. T &M Associates will work closely with the Borough so that the project Is completed expeditiously and on schedule.
