Staff Members Present: Kurt Wolf & Stefanie Bork Welcome- Meeting was called to order by Dave Petty at 6:02 Public Comment- No public comment Agenda Review & Updates- None Introduction of Guests: Review Minutes: February 3, minutes were reviewed. Steve Johnson moved to pass minutes as written, seconded by Larry Hauder. All were in favor. Business: 1. Letter to Council- Committee will begin the 3rd draft of the letter to council, all committee members are encouraged to edit or add any additional thoughts. Stefanie will send out an updated draft letter with edit tracking. Staff will be tasked with researching funding costs and alternative funds available to assist with the Master Plan process. Kurt spoke again to the challenges of CIP funds and LOT funds and the constant needs and asks from the Department. Staff continually get creative with prioritizing department needs. Paul spoke briefly to the benefit of us having grants or matching funds for the CIP and LOT application much more attractive. 2. Waterfront Project & Brown Park- Kurt updated and gave a brief overview for new members on the waterfront project. As MRA, McCall Redevelopment agency, funds opened the opportunity to begin work at Brown Park in October 2020 with phase 1- Shoreline began. Kurt shared the bid plan outline with the committee. Kurt and designers make continued efforts to reduce construction costs with in-house labor. Tentative schedule for bid opening applications will be April 1st, awarding contract in May with construction to begin in June. Kurt said the goal and based off bids would be to complete majority of the work this coming summer with Parks crew completing as much labor as possible to assist with cost. Kurt shared the most playground designs. Relocating the play features off the sewer line and realigning the pathway to the east with a landscape buffering. As other 3D renderings are available Stefanie will email them out for review and vote by the committee members. 3. Committee Bylaws- Kurt spoke to the value of diversifying the committee and reaching and including but not limited to, state park representatives, parents, and coaches. Terry asked if we could advertise for representatives with language in our Ads asking for various user groups. Dave suggested we include the language "we encourage a diverse group of parks and recreation users to apply for open seats" Other items noted from the Bylaws was the committee grounds tour and budgeting review. All members felt it was beneficial to review the Bylaws. Edits and language changes to bylaws (Officers is misspelled), (Summer meetings may happen or at the request). 4. Recreation Department & Programs- Stefanie gave a brief update on recreation upcoming events: Full Moon Snow Series and Tiki Torch Treks, a mini-series including community members to get outside and abide by Idaho Rebound Guidelines. Stefanie spoke to the opportunity for PARC members to volunteer and light torches an scheduled February dates. Kurt mentioned the department in partnership with Nordic Ski Club may possibly offer a groomed ski loop on the golf course with tiki torches in March. TBD Tara and Stefanie will continue to draft summer plans and present the programs and COVID-19 guidelines for review to the City EOC team. 5. Parks Department — Kurt spoke to the surprise snow in town this AM, and the park crew continued efforts to manage the downtown core and pathways. Paul said he received feedback from visitors on the great upkeep of the sidewalks. Parks Relocation- No Update 6. Next meeting date and agenda items: Ponderosa Pine at Rotary Park- Historical Preservation committee, Master Plan Letter to council -finalize, Waterfront Project - Brown Park and Shoreline Update, Parks and Recreation Resolution bylaws S.
