Snow, Mayor From: Beth Fields, Director Re: Ordinance 29-2020 Grant Ordinance — OCRA Ordinance 29-2020 is an Appropriation Ordinance Authorizing the Submittal, Acceptance and Appropriation of a grant from the Indiana Finance Authority (IFA). On November 13th, Governor Holcomb signed Executive Order 20-48 to implement pandemic requirements for all Hoosiers and targeted restrictions for counties which have high levels of COVID-19 based on a color -coded metric system. Governor Holcomb also announced the allocation of an additional $20 million from the Coronavirus Relief Fund for local governments to financially support the public awareness, education, and compliance with these requirements. The City of Richmond received an allocation of $114,699. This allocation will supplement the prior allocation of $300 million and will be administered similarly but separately from that program. The Indiana Finance Authority will continue to manage this Supplemental Program. This Supplemental Program has its own combined certification and reimbursement form for eligible expenses. Eligible expenses must be incurred and submitted by December 30, 2020 for reimbursement in January 2021. Eligible expenses include: a. Reviewing and/or implementing local event safety plans and local public health requirements in accordance with the Governor's Executive Order #20-48, dated November 13, 2020. b. Reviewing and/or implementing local event safety plans and local public health requirements in accordance with your community's governing body's resolutions or ordinances. e. Increased on -site inspections of local businesses and other public and private facilities. d. Public education / awareness campaign of the immediate need for limiting gatherings, mask protection and social distancing. e. Training and education to support compliance with local and State-wide safety measures. f.
